(十七)推動(dong)收(shou)(shou)集貯存(cun)轉(zhuan)運(yun)專(zhuan)(zhuan)業(ye)(ye)化。加(jia)快(kuai)推進(jin)危(wei)(wei)險(xian)(xian)(xian)廢(fei)物集中收(shou)(shou)集貯存(cun)轉(zhuan)運(yun)試點(dian)建設(she),圍繞服務(wu)工(gong)(gong)業(ye)(ye)園區(qu)內及周邊區(qu)域(yu)(yu)年產生危(wei)(wei)險(xian)(xian)(xian)廢(fei)物不(bu)超過(guo)3噸的工(gong)(gong)業(ye)(ye)企業(ye)(ye)、科研機構、學校等產廢(fei)總量(liang)小的單位(wei),支持危(wei)(wei)險(xian)(xian)(xian)廢(fei)物專(zhuan)(zhuan)業(ye)(ye)收(shou)(shou)集轉(zhuan)運(yun)、利(li)用處(chu)置單位(wei)和(he)社會力量(liang)建設(she)區(qu)域(yu)(yu)性收(shou)(shou)集網點(dian)和(he)貯存(cun)設(she)施,開(kai)展(zhan)危(wei)(wei)險(xian)(xian)(xian)廢(fei)物專(zhuan)(zhuan)業(ye)(ye)收(shou)(shou)集轉(zhuan)運(yun)服務(wu)。開(kai)展(zhan)工(gong)(gong)業(ye)(ye)園區(qu)危(wei)(wei)險(xian)(xian)(xian)廢(fei)物集中收(shou)(shou)集貯存(cun)試點(dian)。鼓(gu)勵(li)在有(you)條件的高校集中區(qu)域(yu)(yu)開(kai)展(zhan)實驗(yan)室危(wei)(wei)險(xian)(xian)(xian)廢(fei)物分類收(shou)(shou)集和(he)預處(chu)理示范項目建設(she)。(省(sheng)生態(tai)環境廳(ting)、省(sheng)交通運(yun)輸廳(ting)、省(sheng)教育廳(ting)等按職(zhi)責分工(gong)(gong)負(fu)責)
(十八)規范危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)貯(zhu)(zhu)存(cun)(cun)(cun)場所(suo)(suo)(設(she)施(shi))。新(xin)建(jian)(jian)項目,產(chan)廢(fei)(fei)(fei)(fei)單位應結(jie)合(he)危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)產(chan)生量、貯(zhu)(zhu)存(cun)(cun)(cun)期限等(deng)(deng)(deng),配(pei)套建(jian)(jian)設(she)符合(he)標準的(de)貯(zhu)(zhu)存(cun)(cun)(cun)場所(suo)(suo)(設(she)施(shi));危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)經營(ying)(ying)單位應結(jie)合(he)危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)貯(zhu)(zhu)存(cun)(cun)(cun)周期、檢維修(xiu)時(shi)限等(deng)(deng)(deng),配(pei)套建(jian)(jian)設(she)至(zhi)少滿(man)足(zu)15天經營(ying)(ying)規模的(de)貯(zhu)(zhu)存(cun)(cun)(cun)場所(suo)(suo)(設(she)施(shi))。對已建(jian)(jian)項目,各地按照《危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)貯(zhu)(zhu)存(cun)(cun)(cun)污染(ran)控(kong)制(zhi)標準》,督促企業結(jie)合(he)危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)產(chan)生量、貯(zhu)(zhu)存(cun)(cun)(cun)周期、處理處置等(deng)(deng)(deng)情(qing)況(kuang),開展危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)貯(zhu)(zhu)存(cun)(cun)(cun)場所(suo)(suo)(設(she)施(shi))自(zi)(zi)查自(zi)(zi)糾,自(zi)(zi)查自(zi)(zi)糾不能滿(man)足(zu)貯(zhu)(zhu)存(cun)(cun)(cun)需求的(de)應加快(kuai)整改到位。企業要嚴(yan)(yan)格(ge)實施(shi)危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)分類分區貯(zhu)(zhu)存(cun)(cun)(cun),嚴(yan)(yan)禁將危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)混入(ru)非(fei)危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)以及不兼容危(wei)(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物(wu)(wu)(wu)混存(cun)(cun)(cun)混放。(省生態環境廳(ting)負(fu)責)
(十(shi)九)加強轉移聯(lian)單(dan)管理。嚴格危(wei)險廢(fei)物產生、運輸、利用處(chu)置轉移聯(lian)單(dan)管理,督導企業如實(shi)填寫(xie)危(wei)險廢(fei)物轉移電子(zi)聯(lian)單(dan)相關信息。危(wei)險廢(fei)物利用處(chu)置單(dan)位驗收時(shi),發現危(wei)險廢(fei)物的名(ming)稱、數量(liang)、特性(xing)、形態(tai)、包(bao)裝方式等與(yu)聯(lian)單(dan)填寫(xie)內容不(bu)符的,及時(shi)向接(jie)受地生態(tai)環(huan)境部門報告(gao),并(bing)通知(zhi)產廢(fei)單(dan)位。(省生態(tai)環(huan)境廳負(fu)責)
(二十)推動轉(zhuan)移(yi)運(yun)輸(shu)規(gui)范(fan)化和(he)(he)便捷(jie)化。危險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)運(yun)輸(shu)單(dan)(dan)位須獲(huo)得行政審(shen)批職(zhi)能部門(men)(men)頒發的(de)危險(xian)(xian)(xian)貨物(wu)(wu)(wu)運(yun)輸(shu)資質,運(yun)輸(shu)車輛須安(an)裝(zhuang)衛(wei)星(xing)定(ding)位裝(zhuang)置,并與(yu)(yu)生(sheng)態(tai)(tai)環(huan)境、公安(an)、交(jiao)通(tong)運(yun)輸(shu)等部門(men)(men)聯網;進(jin)一步完善(shan)“點(dian)對點(dian)”的(de)常(chang)備固(gu)定(ding)通(tong)行路線,避(bi)開(kai)人流集中(zhong)區(qu)域(yu),實現(xian)危險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)和(he)(he)醫療廢(fei)(fei)物(wu)(wu)(wu)運(yun)輸(shu)車輛規(gui)范(fan)有序、安(an)全便捷(jie)通(tong)行。(省(sheng)生(sheng)態(tai)(tai)環(huan)境廳(ting)、省(sheng)交(jiao)通(tong)運(yun)輸(shu)廳(ting)、省(sheng)衛(wei)生(sheng)健康委、省(sheng)公安(an)廳(ting)、省(sheng)政務(wu)服務(wu)管(guan)理辦(ban)公室等按職(zhi)責(ze)分工(gong)負責(ze))建立危險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)跨(kua)(kua)省(sheng)轉(zhuan)移(yi)“白(bai)名單(dan)(dan)”制度,根據企業環(huan)境信用記錄和(he)(he)環(huan)境風險(xian)(xian)(xian)可控程度等,積極(ji)與(yu)(yu)北京(jing)、天津(jin)、山西、內蒙古等省(sheng)(區(qu)、市)生(sheng)態(tai)(tai)環(huan)境部門(men)(men)協商(shang)建立危險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)跨(kua)(kua)省(sheng)市轉(zhuan)移(yi)“白(bai)名單(dan)(dan)”,并實行動態(tai)(tai)調整,進(jin)一步簡(jian)化跨(kua)(kua)省(sheng)轉(zhuan)移(yi)審(shen)批程序。維護危險(xian)(xian)(xian)廢(fei)(fei)物(wu)(wu)(wu)跨(kua)(kua)區(qu)域(yu)轉(zhuan)移(yi)公平競爭市場秩序,嚴禁設置不合理行政壁壘(lei),保障跨(kua)(kua)區(qu)域(yu)合法(fa)轉(zhuan)移(yi)。(省(sheng)生(sheng)態(tai)(tai)環(huan)境廳(ting)負責(ze))
(二(er)十(shi)一(yi))嚴(yan)(yan)厲打擊涉危(wei)險(xian)(xian)廢(fei)(fei)物(wu)違(wei)(wei)法(fa)(fa)(fa)(fa)犯罪(zui)行為(wei)(wei)。強化危(wei)險(xian)(xian)廢(fei)(fei)物(wu)環(huan)(huan)(huan)境(jing)(jing)(jing)執法(fa)(fa)(fa)(fa),將危(wei)險(xian)(xian)廢(fei)(fei)物(wu)納(na)(na)入日常生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)執法(fa)(fa)(fa)(fa)監管(guan)體系,作(zuo)為(wei)(wei)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)保護綜(zong)合執法(fa)(fa)(fa)(fa)重(zhong)要(yao)內容(rong),通過“雙隨(sui)機、一(yi)公開”“互(hu)聯網+執法(fa)(fa)(fa)(fa)”等方式,常態(tai)化開展執法(fa)(fa)(fa)(fa)監管(guan),提級(ji)查辦(ban)實(shi)名(ming)投訴舉報案件(jian)。(省(sheng)(sheng)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)廳負責(ze))堅持“打源頭(tou)、端窩點、摧網絡、斷鏈(lian)條(tiao)、追流向”,突出無證經(jing)營、偷(tou)排偷(tou)放、非法(fa)(fa)(fa)(fa)轉運(yun)、跨區域傾(qing)倒等重(zhong)點,嚴(yan)(yan)厲打擊非法(fa)(fa)(fa)(fa)排放、傾(qing)倒、收集、貯存、轉移、利用、處置危(wei)險(xian)(xian)廢(fei)(fei)物(wu)等環(huan)(huan)(huan)境(jing)(jing)(jing)違(wei)(wei)法(fa)(fa)(fa)(fa)犯罪(zui)行為(wei)(wei)。將企業違(wei)(wei)法(fa)(fa)(fa)(fa)信(xin)息(xi)記入信(xin)用記錄管(guan)理,納(na)(na)入全(quan)國信(xin)用信(xin)息(xi)共享(xiang)平臺(河(he)北(bei))。積極推動(dong)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)損(sun)害(hai)賠償(chang)制(zhi)度(du)落實(shi),依(yi)法(fa)(fa)(fa)(fa)追究損(sun)害(hai)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)責(ze)任者的賠償(chang)責(ze)任。(省(sheng)(sheng)司法(fa)(fa)(fa)(fa)廳、省(sheng)(sheng)法(fa)(fa)(fa)(fa)院(yuan)、省(sheng)(sheng)檢察(cha)院(yuan)、省(sheng)(sheng)公安(an)廳、省(sheng)(sheng)生(sheng)(sheng)態(tai)環(huan)(huan)(huan)境(jing)(jing)(jing)廳、省(sheng)(sheng)政務(wu)(wu)服務(wu)(wu)管(guan)理辦(ban)公室等按職(zhi)責(ze)分(fen)工(gong)負責(ze))

五、強化廢棄危險(xian)化學品監管

六、提升危險廢物集(ji)中處置基礎保(bao)障能(neng)力

(二(er)十(shi)八)促(cu)進(jin)(jin)危險廢(fei)物利(li)(li)用處(chu)(chu)置(zhi)企業(ye)(ye)運(yun)營專業(ye)(ye)化。進(jin)(jin)一步增強企業(ye)(ye)專業(ye)(ye)化運(yun)營能力,積(ji)極引進(jin)(jin)國內外(wai)先進(jin)(jin)工藝技(ji)術(shu)、管理經驗,開(kai)展(zhan)專業(ye)(ye)化建設(she)運(yun)營服(fu)務,努力打造一流的(de)危險廢(fei)物利(li)(li)用處(chu)(chu)置(zhi)企業(ye)(ye)。細化行業(ye)(ye)內部分工,按照綜合利(li)(li)用、焚燒處(chu)(chu)置(zhi)、協同(tong)(tong)處(chu)(chu)置(zhi)、填埋處(chu)(chu)置(zhi)梯次(ci)推(tui)進(jin)(jin)原則(ze),合理核定各類(lei)設(she)施(shi)利(li)(li)用處(chu)(chu)置(zhi)危險廢(fei)物類(lei)別(bie),嚴格控制(zhi)可焚燒減量的(de)危險廢(fei)物直接填埋。服(fu)務區域(yu)產(chan)業(ye)(ye)布局,支(zhi)持(chi)鋼鐵、石油(you)開(kai)采、鋁(lv)材加工等產(chan)業(ye)(ye)集(ji)中區域(yu),建設(she)除塵灰、油(you)泥油(you)腳、鋁(lv)灰渣和(he)二(er)次(ci)鋁(lv)灰等危險廢(fei)物利(li)(li)用處(chu)(chu)置(zhi)設(she)施(shi),促(cu)進(jin)(jin)區域(yu)產(chan)業(ye)(ye)發展(zhan)。以處(chu)(chu)置(zhi)生活垃圾焚燒飛灰為重點,適度發展(zhan)水(shui)泥窯協同(tong)(tong)處(chu)(chu)置(zhi)危險廢(fei)物。(省(sheng)發展(zhan)改革委、省(sheng)工業(ye)(ye)和(he)信息化廳、省(sheng)生態環境廳、省(sheng)住房(fang)城(cheng)鄉建設(she)廳等按職責分工負(fu)責)
(二十九(jiu))規范危險廢物(wu)(wu)(wu)(wu)利(li)用(yong)(yong)。加(jia)強危險廢物(wu)(wu)(wu)(wu)綜(zong)合(he)(he)(he)利(li)用(yong)(yong)產品(pin)環(huan)境(jing)管(guan)理,綜(zong)合(he)(he)(he)利(li)用(yong)(yong)固(gu)體廢物(wu)(wu)(wu)(wu)應當遵守(shou)生(sheng)態(tai)環(huan)境(jing)法律法規,符合(he)(he)(he)固(gu)體廢物(wu)(wu)(wu)(wu)污染環(huan)境(jing)防治技術標(biao)準(zhun)(zhun),使用(yong)(yong)固(gu)體廢物(wu)(wu)(wu)(wu)綜(zong)合(he)(he)(he)利(li)用(yong)(yong)產物(wu)(wu)(wu)(wu)應當符合(he)(he)(he)國家規定的(de)用(yong)(yong)途、標(biao)準(zhun)(zhun)。支持企業(ye)參與國家固(gu)體廢物(wu)(wu)(wu)(wu)綜(zong)合(he)(he)(he)利(li)用(yong)(yong)標(biao)準(zhun)(zhun)體系(xi)建設(she),鼓(gu)勵有關(guan)單位申報固(gu)體廢物(wu)(wu)(wu)(wu)綜(zong)合(he)(he)(he)利(li)用(yong)(yong)產物(wu)(wu)(wu)(wu)相(xiang)關(guan)地方標(biao)準(zhun)(zhun)制修(xiu)訂(ding)項目(mu)。(省(sheng)市場監管(guan)局(ju)、省(sheng)生(sheng)態(tai)環(huan)境(jing)廳(ting)、省(sheng)發展(zhan)改革委、省(sheng)工業(ye)和(he)信息化(hua)廳(ting)、省(sheng)農(nong)業(ye)農(nong)村廳(ting)等按(an)職責(ze)分工負(fu)責(ze))在環(huan)境(jing)風險可控的(de)前提下(xia),探索工業(ye)企業(ye)利(li)用(yong)(yong)危險廢物(wu)(wu)(wu)(wu)替代(dai)生(sheng)產原料“點(dian)對點(dian)”定向利(li)用(yong)(yong)許可證豁免管(guan)理。(省(sheng)生(sheng)態(tai)環(huan)境(jing)廳(ting)負(fu)責(ze))
(三(san)十)健全財政金融政策(ce)。完(wan)善危(wei)險廢物(wu)和醫療廢物(wu)處置(zhi)收(shou)(shou)費制度,制定處置(zhi)收(shou)(shou)費標準并適時(shi)調整;在確保危(wei)險廢物(wu)全流程監控、違法違規行(xing)為可追(zhui)溯(su)的(de)(de)前提(ti)下,處置(zhi)收(shou)(shou)費標準可由雙方協商確定。根據國(guo)家危(wei)險廢物(wu)集中(zhong)處置(zhi)設施、場所退役費用(yong)(yong)預(yu)提(ti)和管理相(xiang)關辦法,將預(yu)提(ti)費用(yong)(yong)列入(ru)投資概算或者(zhe)經營成(cheng)本。鼓勵金融機構加(jia)大對危(wei)險廢物(wu)污染環(huan)境防治(zhi)項目的(de)(de)信貸投放。探索建立危(wei)險廢物(wu)跨(kua)區域(yu)轉(zhuan)移處置(zhi)的(de)(de)生(sheng)(sheng)態保護補(bu)償機制。(省(sheng)發(fa)展改(gai)革委、省(sheng)財政廳、省(sheng)生(sheng)(sheng)態環(huan)境廳、省(sheng)衛生(sheng)(sheng)健康(kang)委等按職責(ze)(ze)分(fen)工負(fu)責(ze)(ze))
