2024年汽(qi)車標(biao)準化工作(zuo)要點

全(quan)面貫徹黨的二十大和中央經濟(ji)工作會議精神,認真落實政府工作報(bao)告和全(quan)國(guo)新(xin)型工業(ye)化(hua)推進大會任務(wu)部(bu)署,按照《國(guo)家(jia)標(biao)準(zhun)化(hua)發展綱(gang)要(yao)》《2024年全(quan)國(guo)標(biao)準(zhun)化(hua)工作要(yao)點(dian)》《2024年工業(ye)和信息化(hua)標(biao)準(zhun)工作要(yao)點(dian)》等文件要(yao)求,為(wei)進一(yi)步發揮(hui)標(biao)準(zhun)推進質(zhi)量提(ti)升、促進技術創新(xin)的重要(yao)作用,有力(li)支撐(cheng)汽(qi)車產業(ye)高質(zhi)量發展,制定發布《2024年汽(qi)車標(biao)準(zhun)化(hua)工作要(yao)點(dian)》。

一、持(chi)續加強頂層(ceng)設(she)計,健全(quan)汽車技術標(biao)準體(ti)系

(一(yi))完善汽車(che)標準(zhun)體系(xi)(xi)規劃。緊(jin)跟汽車(che)技術(shu)發(fa)展(zhan)趨勢(shi)和行(xing)業(ye)實際需求,開展(zhan)汽車(che)行(xing)業(ye)“十四五”技術(shu)標準(zhun)體系(xi)(xi)實施效果評(ping)估,啟(qi)動(dong)“十五五”技術(shu)標準(zhun)體系(xi)(xi)研究,推動(dong)構建覆蓋產(chan)業(ye)鏈(lian)全鏈(lian)條、全流程、全生(sheng)命周期(qi)的(de)標準(zhun)體系(xi)(xi),更好(hao)適(shi)應技術(shu)和產(chan)業(ye)發(fa)展(zhan)新形勢(shi)新要(yao)求。

(二)推進重(zhong)點標準(zhun)(zhun)(zhun)體(ti)系建(jian)設。做好《國家車(che)(che)(che)聯(lian)網產(chan)業標準(zhun)(zhun)(zhun)體(ti)系建(jian)設指南(智(zhi)能(neng)網聯(lian)汽(qi)車(che)(che)(che))(2023版)》《國家汽(qi)車(che)(che)(che)芯(xin)片標準(zhun)(zhun)(zhun)體(ti)系建(jian)設指南》等落地(di)實施,加(jia)快建(jian)立新能(neng)源汽(qi)車(che)(che)(che)標準(zhun)(zhun)(zhun)體(ti)系,開展汽(qi)車(che)(che)(che)雙(shuang)碳(tan)標準(zhun)(zhun)(zhun)體(ti)系研究,以體(ti)系為“綱(gang)”統籌推進智(zhi)能(neng)網聯(lian)汽(qi)車(che)(che)(che)、新能(neng)源汽(qi)車(che)(che)(che)、汽(qi)車(che)(che)(che)芯(xin)片、汽(qi)車(che)(che)(che)雙(shuang)碳(tan)等重(zhong)點領域標準(zhun)(zhun)(zhun)研制。

(三(san))部署前(qian)(qian)(qian)沿領(ling)(ling)域標準體系。聚焦(jiao)前(qian)(qian)(qian)沿技術領(ling)(ling)域和新型產業(ye)生態,圍繞固態電(dian)(dian)池、電(dian)(dian)動汽車換電(dian)(dian)、車用人(ren)工智(zhi)能等新領(ling)(ling)域,前(qian)(qian)(qian)瞻研究相應(ying)標準子體系,支撐新技術、新業(ye)態、新模式創新發展。

二、聚(ju)焦(jiao)戰略(lve)新(xin)興領域,加快關鍵急需標準(zhun)研制

(四)持續完善(shan)新(xin)能源汽(qi)車(che)(che)標(biao)(biao)準(zhun)。加快電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)車(che)(che)整車(che)(che)、動(dong)(dong)(dong)力電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)池安全(quan)(quan)要(yao)求(qiu)以(yi)及(ji)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)車(che)(che)遠程(cheng)服務(wu)與(yu)管(guan)理等標(biao)(biao)準(zhun)制修訂,強化電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)車(che)(che)安全(quan)(quan)保障。開展動(dong)(dong)(dong)力電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)池耐久(jiu)性、規格(ge)尺寸、回收(shou)利(li)(li)用等標(biao)(biao)準(zhun)制定,以(yi)及(ji)固態電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)池、鈉離子電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)池等新(xin)一(yi)代動(dong)(dong)(dong)力電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)池標(biao)(biao)準(zhun)預研,提升動(dong)(dong)(dong)力電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)池性能水(shui)平(ping)。推進電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)車(che)(che)減速器總(zong)成、電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)機系統工(gong)況效率測(ce)試(shi)、燃料電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)池電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)車(che)(che)氫氣噴射(she)器等標(biao)(biao)準(zhun)研制,規范關鍵部件產(chan)品技術(shu)要(yao)求(qiu)。加快發(fa)布實施大功率充電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)標(biao)(biao)準(zhun)配(pei)套(tao)的控(kong)制導(dao)引、通信協議(yi)以(yi)及(ji)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)車(che)(che)傳導(dao)充電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)系統安全(quan)(quan)要(yao)求(qiu)等標(biao)(biao)準(zhun),提高電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)動(dong)(dong)(dong)汽(qi)車(che)(che)充電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)便利(li)(li)性。推進商(shang)用車(che)(che)換電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)安全(quan)(quan)要(yao)求(qiu)、換電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)兼(jian)容性測(ce)試(shi)、換電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)池系統技術(shu)要(yao)求(qiu)等標(biao)(biao)準(zhun)研制,支撐換電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)模式商(shang)業化發(fa)展。

(五)加大(da)智(zhi)(zhi)能(neng)(neng)網(wang)聯汽(qi)車(che)(che)(che)(che)標(biao)準(zhun)(zhun)(zhun)(zhun)研(yan)(yan)制(zhi)力度。推動(dong)(dong)整車(che)(che)(che)(che)信息(xi)安全(quan)(quan)(quan)、軟件升級、自(zi)動(dong)(dong)駕(jia)(jia)駛數據(ju)(ju)記錄系(xi)統(tong)等(deng)(deng)強制(zhi)性(xing)國(guo)(guo)家(jia)標(biao)準(zhun)(zhun)(zhun)(zhun),以及(ji)自(zi)動(dong)(dong)駕(jia)(jia)駛通用技(ji)術(shu)(shu)要(yao)求(qiu)(qiu)、自(zi)動(dong)(dong)駕(jia)(jia)駛功能(neng)(neng)道路試驗(yan)方法(fa)、自(zi)動(dong)(dong)駕(jia)(jia)駛設計運(yun)行條(tiao)件、數據(ju)(ju)通用要(yao)求(qiu)(qiu)、LTE-V2X等(deng)(deng)推薦性(xing)國(guo)(guo)家(jia)標(biao)準(zhun)(zhun)(zhun)(zhun)發布實施,加快信息(xi)安全(quan)(quan)(quan)工(gong)(gong)程、自(zi)動(dong)(dong)駕(jia)(jia)駛功能(neng)(neng)仿真試驗(yan)方法(fa)等(deng)(deng)在研(yan)(yan)標(biao)準(zhun)(zhun)(zhun)(zhun)制(zhi)定,推進自(zi)動(dong)(dong)緊急(ji)制(zhi)動(dong)(dong)系(xi)統(tong)、組合(he)駕(jia)(jia)駛輔助系(xi)統(tong)通用技(ji)術(shu)(shu)規(gui)范(fan)、汽(qi)車(che)(che)(che)(che)密碼技(ji)術(shu)(shu)要(yao)求(qiu)(qiu)等(deng)(deng)強制(zhi)性(xing)國(guo)(guo)家(jia)標(biao)準(zhun)(zhun)(zhun)(zhun)以及(ji)軟件升級工(gong)(gong)程、數據(ju)(ju)安全(quan)(quan)(quan)管理體(ti)系(xi)等(deng)(deng)標(biao)準(zhun)(zhun)(zhun)(zhun)立項(xiang)及(ji)起草,構(gou)建(jian)智(zhi)(zhi)能(neng)(neng)網(wang)聯汽(qi)車(che)(che)(che)(che)產品準(zhun)(zhun)(zhun)(zhun)入管理支(zhi)撐標(biao)準(zhun)(zhun)(zhun)(zhun)體(ti)系(xi)。推動(dong)(dong)全(quan)(quan)(quan)景影像、智(zhi)(zhi)能(neng)(neng)限速(su)等(deng)(deng)標(biao)準(zhun)(zhun)(zhun)(zhun)發布,推進自(zi)動(dong)(dong)泊車(che)(che)(che)(che)、自(zi)動(dong)(dong)駕(jia)(jia)駛測試場景術(shu)(shu)語(yu)等(deng)(deng)在研(yan)(yan)標(biao)準(zhun)(zhun)(zhun)(zhun)制(zhi)定,開展(zhan)網(wang)聯化等(deng)(deng)級劃分、列隊跟(gen)馳等(deng)(deng)標(biao)準(zhun)(zhun)(zhun)(zhun)預研(yan)(yan),規(gui)范(fan)和引領智(zhi)(zhi)能(neng)(neng)網(wang)聯汽(qi)車(che)(che)(che)(che)產品發展(zhan)。

(六)強化(hua)汽(qi)(qi)車(che)(che)(che)(che)芯(xin)片(pian)標(biao)準供給。加快汽(qi)(qi)車(che)(che)(che)(che)芯(xin)片(pian)環境及可靠性、電(dian)動(dong)(dong)汽(qi)(qi)車(che)(che)(che)(che)芯(xin)片(pian)環境及可靠性、汽(qi)(qi)車(che)(che)(che)(che)芯(xin)片(pian)信(xin)息安全(quan)等標(biao)準研制,提供汽(qi)(qi)車(che)(che)(che)(che)芯(xin)片(pian)基礎技(ji)術支撐。推動(dong)(dong)制定(ding)智(zhi)能(neng)駕(jia)駛(shi)計(ji)算芯(xin)片(pian)、汽(qi)(qi)車(che)(che)(che)(che)ETC芯(xin)片(pian)、紅(hong)外熱(re)成像芯(xin)片(pian)、蜂窩通信(xin)芯(xin)片(pian)、安全(quan)芯(xin)片(pian)、電(dian)動(dong)(dong)汽(qi)(qi)車(che)(che)(che)(che)用功率驅(qu)動(dong)(dong)芯(xin)片(pian)、電(dian)動(dong)(dong)汽(qi)(qi)車(che)(che)(che)(che)用動(dong)(dong)力電(dian)池管(guan)理系統模擬前端芯(xin)片(pian)等標(biao)準,明(ming)確各類芯(xin)片(pian)技(ji)術要求(qiu)及試驗(yan)方法。

(七)夯實(shi)汽車(che)(che)電(dian)子標(biao)準(zhun)。推進(jin)(jin)整(zheng)(zheng)車(che)(che)電(dian)磁兼容、整(zheng)(zheng)車(che)(che)天線系(xi)(xi)統(tong)射頻(pin)性能(neng)(neng)(neng)(neng)等(deng)標(biao)準(zhun)研制,提升整(zheng)(zheng)車(che)(che)及(ji)電(dian)子系(xi)(xi)統(tong)電(dian)磁兼容性能(neng)(neng)(neng)(neng)。推進(jin)(jin)電(dian)動(dong)(dong)(dong)汽車(che)(che)用電(dian)池管(guan)理系(xi)(xi)統(tong)功能(neng)(neng)(neng)(neng)安全、功能(neng)(neng)(neng)(neng)安全要求及(ji)驗證確(que)認(ren)方法(fa)(fa)等(deng)標(biao)準(zhun)研制,啟動(dong)(dong)(dong)自動(dong)(dong)(dong)駕駛與人工智能(neng)(neng)(neng)(neng)功能(neng)(neng)(neng)(neng)安全和預(yu)(yu)期功能(neng)(neng)(neng)(neng)安全標(biao)準(zhun)預(yu)(yu)研,強化功能(neng)(neng)(neng)(neng)安全和預(yu)(yu)期功能(neng)(neng)(neng)(neng)安全保(bao)障。加快研制車(che)(che)載(zai)事故緊急呼叫系(xi)(xi)統(tong)、車(che)(che)載(zai)衛(wei)星定位、激光雷達等(deng)標(biao)準(zhun),啟動(dong)(dong)(dong)車(che)(che)載(zai)光纖通信、智能(neng)(neng)(neng)(neng)網聯汽車(che)(che)衛(wei)星通信等(deng)標(biao)準(zhun)預(yu)(yu)研,推進(jin)(jin)低壓(ya)電(dian)氣系(xi)(xi)統(tong)、IP防護等(deng)級等(deng)標(biao)準(zhun)制修訂研究,進(jin)(jin)一(yi)步規(gui)范車(che)(che)載(zai)電(dian)子產品技術要求、環境及(ji)可靠(kao)性試驗方法(fa)(fa)。

(八)部(bu)署汽(qi)車(che)(che)綠色低碳(tan)(tan)(tan)標(biao)(biao)準(zhun)。加快(kuai)下一階段乘用車(che)(che)、重型(xing)商用車(che)(che)燃料消(xiao)耗(hao)量及(ji)純電動(dong)乘用車(che)(che)電量消(xiao)耗(hao)量標(biao)(biao)準(zhun)更新升級(ji),推進電動(dong)汽(qi)車(che)(che)高低溫續駛里程(cheng)測試、車(che)(che)載能源(yuan)消(xiao)耗(hao)量監(jian)測、車(che)(che)內氣(qi)流(liu)主動(dong)控制(zhi)系統評價(jia)、車(che)(che)輛預測性巡航控制(zhi)系統評價(jia)等(deng)標(biao)(biao)準(zhun)研究(jiu),完善整車(che)(che)及(ji)節能技(ji)術(shu)評價(jia)體(ti)系。持續開展乘用車(che)(che)、動(dong)力蓄電池等(deng)碳(tan)(tan)(tan)足(zu)(zu)(zu)跡(ji)、碳(tan)(tan)(tan)核(he)(he)算標(biao)(biao)準(zhun)研究(jiu),加快(kuai)道路(lu)車(che)(che)輛溫室氣(qi)體(ti)管理術(shu)語(yu)定(ding)義、產品碳(tan)(tan)(tan)足(zu)(zu)(zu)跡(ji)標(biao)(biao)識等(deng)基(ji)礎通用標(biao)(biao)準(zhun)制(zhi)定(ding),啟動(dong)汽(qi)車(che)(che)產品碳(tan)(tan)(tan)足(zu)(zu)(zu)跡(ji)報告(gao)、汽(qi)車(che)(che)企(qi)業(ye)碳(tan)(tan)(tan)排放(fang)報告(gao)核(he)(he)查(cha)方法等(deng)標(biao)(biao)準(zhun)預研,助力汽(qi)車(che)(che)產業(ye)綠色低碳(tan)(tan)(tan)發展。

三、夯實質量安全根基,完(wan)善(shan)通用基礎標(biao)準

(九)升(sheng)級汽車(che)(che)(che)安全(quan)(quan)(quan)(quan)標(biao)(biao)準。推(tui)(tui)(tui)動(dong)防盜裝(zhuang)(zhuang)置(zhi)、危險貨物運輸(shu)車(che)(che)(che)等(deng)(deng)(deng)(deng)標(biao)(biao)準報(bao)批(pi)發布,加快(kuai)客(ke)車(che)(che)(che)結構(gou)安全(quan)(quan)(quan)(quan)要(yao)求、專用校車(che)(che)(che)安全(quan)(quan)(quan)(quan)技術(shu)條件(jian)(jian)(jian)等(deng)(deng)(deng)(deng)標(biao)(biao)準研(yan)(yan)(yan)制(zhi)(zhi)(zhi)(zhi),推(tui)(tui)(tui)進機動(dong)車(che)(che)(che)運行安全(quan)(quan)(quan)(quan)、車(che)(che)(che)輛外(wai)廓尺寸及(ji)(ji)軸荷(he)、操縱件(jian)(jian)(jian)指示器以(yi)及(ji)(ji)車(che)(che)(che)輛視野等(deng)(deng)(deng)(deng)標(biao)(biao)準修訂(ding)預(yu)研(yan)(yan)(yan),提升(sheng)視野、指示與信號裝(zhuang)(zhuang)置(zhi)、車(che)(che)(che)輛結構(gou)與防盜等(deng)(deng)(deng)(deng)一般安全(quan)(quan)(quan)(quan)領(ling)域技術(shu)水(shui)平。推(tui)(tui)(tui)動(dong)行人保(bao)護(hu)、頂部(bu)抗壓、前(qian)后端防護(hu)、約束系統(tong)等(deng)(deng)(deng)(deng)標(biao)(biao)準報(bao)批(pi)發布,加快(kuai)側面(mian)碰(peng)(peng)撞、后面(mian)碰(peng)(peng)撞等(deng)(deng)(deng)(deng)標(biao)(biao)準研(yan)(yan)(yan)制(zhi)(zhi)(zhi)(zhi),推(tui)(tui)(tui)進門(men)鎖及(ji)(ji)車(che)(che)(che)門(men)保(bao)持件(jian)(jian)(jian)標(biao)(biao)準修訂(ding)預(yu)研(yan)(yan)(yan),啟動(dong)零重力座椅(yi)、主動(dong)預(yu)緊(jin)式安全(quan)(quan)(quan)(quan)帶等(deng)(deng)(deng)(deng)標(biao)(biao)準研(yan)(yan)(yan)究,提升(sheng)乘(cheng)員(yuan)保(bao)護(hu)、車(che)(che)(che)輛防護(hu)、道路使用者保(bao)護(hu)等(deng)(deng)(deng)(deng)被動(dong)安全(quan)(quan)(quan)(quan)領(ling)域產(chan)品(pin)技術(shu)水(shui)平。推(tui)(tui)(tui)動(dong)照(zhao)明裝(zhuang)(zhuang)置(zhi)、光信號裝(zhuang)(zhuang)置(zhi)、回復反射裝(zhuang)(zhuang)置(zhi)等(deng)(deng)(deng)(deng)修訂(ding)標(biao)(biao)準報(bao)批(pi)發布,加快(kuai)車(che)(che)(che)輛電子穩(wen)定控制(zhi)(zhi)(zhi)(zhi)系統(tong)(ESC)、制(zhi)(zhi)(zhi)(zhi)動(dong)輔助系統(tong)(BAS)等(deng)(deng)(deng)(deng)標(biao)(biao)準研(yan)(yan)(yan)制(zhi)(zhi)(zhi)(zhi),推(tui)(tui)(tui)進燈光智能投射、線控轉向、線控制(zhi)(zhi)(zhi)(zhi)動(dong)等(deng)(deng)(deng)(deng)標(biao)(biao)準研(yan)(yan)(yan)究,提升(sheng)車(che)(che)(che)輛照(zhao)明、車(che)(che)(che)輛操控等(deng)(deng)(deng)(deng)主動(dong)安全(quan)(quan)(quan)(quan)領(ling)域產(chan)品(pin)技術(shu)水(shui)平。

(十(shi))完善汽(qi)車(che)通用基(ji)礎(chu)(chu)標(biao)準(zhun)(zhun)(zhun)。加快(kuai)整(zheng)車(che)相關試驗(yan)方法(fa)、人機(ji)工程、風洞測(ce)試、噪聲、事故分(fen)析等(deng)(deng)標(biao)準(zhun)(zhun)(zhun)項(xiang)目制(zhi)修訂,啟(qi)(qi)動(dong)車(che)輛防(fang)水性能(neng)、越(yue)野性能(neng)、熱(re)舒適性、反光眩目等(deng)(deng)標(biao)準(zhun)(zhun)(zhun)需求研究(jiu)(jiu),為企業產品(pin)開發提供基(ji)礎(chu)(chu)支撐。啟(qi)(qi)動(dong)主掛匹配(pei)、電動(dong)助力掛車(che)、多(duo)裝載(zai)單元等(deng)(deng)標(biao)準(zhun)(zhun)(zhun)需求研究(jiu)(jiu),推進(jin)多(duo)式聯運發展(zhan)。持續推進(jin)基(ji)礎(chu)(chu)件、基(ji)礎(chu)(chu)要素、防(fang)腐蝕耐老化(hua)、輕(qing)量化(hua)等(deng)(deng)基(ji)礎(chu)(chu)領域標(biao)準(zhun)(zhun)(zhun)體系及重點(dian)標(biao)準(zhun)(zhun)(zhun)研究(jiu)(jiu)。

四、強化國內國際(ji)兼(jian)容,推動標準國際(ji)化高水平發(fa)展(zhan)

(十二(er))深(shen)度參(can)與(yu)聯合國(guo)(guo)汽車技術(shu)法(fa)(fa)規(gui)制(zhi)(zhi)定。切實履行聯合國(guo)(guo)世界車輛(liang)法(fa)(fa)規(gui)協調(diao)論壇(UN/WP.29)管理委員(yuan)會自(zi)(zi)動駕(jia)駛(shi)(shi)與(yu)網聯車輛(liang)工(gong)(gong)作組(GRVA)、自(zi)(zi)動駕(jia)駛(shi)(shi)系統(tong)(tong)非正式工(gong)(gong)作組(ADS IWG)、車輛(liang)生命周期(qi)評價非正式工(gong)(gong)作組(A-LCA IWG)等(deng)副主席(xi)或聯合主席(xi)職責,深(shen)度參(can)與(yu)聯合國(guo)(guo)汽車技術(shu)法(fa)(fa)規(gui)制(zhi)(zhi)定協調(diao)。牽頭研(yan)究(jiu)制(zhi)(zhi)定自(zi)(zi)動駕(jia)駛(shi)(shi)系統(tong)(tong)全球技術(shu)法(fa)(fa)規(gui),加(jia)快(kuai)完成電動汽車最大功(gong)率測定方(fang)法(fa)(fa)、動力電池耐久性二(er)階段(duan)法(fa)(fa)規(gui)制(zhi)(zhi)定,積極參(can)與(yu)自(zi)(zi)動輔助駕(jia)駛(shi)(shi)系統(tong)(tong)(DCAS)、線控底盤(EMB)等(deng)技術(shu)法(fa)(fa)規(gui)修(xiu)訂(ding),推進車載通信及(ji)法(fa)(fa)規(gui)適用性分析、以及(ji)統(tong)(tong)一的碳足(zu)跡核算(suan)原則和方(fang)法(fa)(fa)研(yan)究(jiu)。

(十三)推(tui)動汽(qi)(qi)車(che)(che)國(guo)(guo)際(ji)(ji)標(biao)準研(yan)制。聚焦新能源(yuan)汽(qi)(qi)車(che)(che)、智能網聯汽(qi)(qi)車(che)(che)等戰略新興領域(yu),研(yan)究提出并實施國(guo)(guo)際(ji)(ji)標(biao)準新項(xiang)目和新領域(yu)培(pei)育計劃(hua),統籌推(tui)進(jin)國(guo)(guo)際(ji)(ji)標(biao)準研(yan)制工(gong)作。持續(xu)履行汽(qi)(qi)車(che)(che)感(gan)知傳感(gan)器、自動駕(jia)駛測試場景、負(fu)壓救(jiu)護(hu)車(che)(che)乘員艙等9個工(gong)作組召集人職責,牽頭組織推(tui)進(jin)汽(qi)(qi)車(che)(che)外部(bu)防護(hu)、燃(ran)料電池汽(qi)(qi)車(che)(che)、電磁兼容、車(che)(che)用雷(lei)達(da)等近20項(xiang)國(guo)(guo)際(ji)(ji)標(biao)準制定(ding),推(tui)動電動汽(qi)(qi)車(che)(che)動力性測試方法、碰撞(zhuang)安全術語等至少3項(xiang)新國(guo)(guo)際(ji)(ji)標(biao)準立項(xiang)和1-2個國(guo)(guo)際(ji)(ji)標(biao)準工(gong)作組成(cheng)立。

(十四)拓(tuo)展國際(ji)合作伙(huo)伴關系。發(fa)揮(hui)已(yi)建立(li)的多雙邊對話機制積極作用,推(tui)動(dong)落(luo)實“中國東(dong)盟先進汽(qi)車(che)標準(zhun)法(fa)規(gui)(gui)合作伙(huo)伴關系”,將標準(zhun)法(fa)規(gui)(gui)作為重要交流(liu)(liu)議(yi)題(ti),協同推(tui)進國際(ji)標準(zhun)法(fa)規(gui)(gui)制定。適應中國汽(qi)車(che)產(chan)業(ye)(ye)海外發(fa)展新需求,用好中國汽(qi)車(che)企業(ye)(ye)國際(ji)化發(fa)展創新聯(lian)盟,積極開展標準(zhun)信息交流(liu)(liu)與互換、標準(zhun)培(pei)訓(xun)項(xiang)目。發(fa)揮(hui)中國汽(qi)車(che)標準(zhun)國際(ji)化中心(日內瓦)支點作用,持續加深與相關國際(ji)組織的交流(liu)(liu)合作。

五、創新工(gong)作思路,優化完善汽車(che)標(biao)準工(gong)作機(ji)制

(十五)強化(hua)汽車(che)(che)(che)標準化(hua)需求(qiu)對接適(shi)(shi)配。聚(ju)焦汽車(che)(che)(che)產(chan)業(ye)鏈重點(dian)環(huan)節、關鍵技術攻關及重大科(ke)研項目需要,加強標準化(hua)與科(ke)技創新有效互動(dong),開(kai)(kai)展汽車(che)(che)(che)行(xing)業(ye)重大科(ke)研成果調(diao)研。面向(xiang)新興和(he)未來產(chan)業(ye),將智(zhi)能網聯(lian)汽車(che)(che)(che)領域(yu)標準化(hua)領航項目試點(dian)經驗(yan)進一(yi)步向(xiang)新能源等領域(yu)拓展,適(shi)(shi)度超前開(kai)(kai)展顛覆性技術的標準化(hua)可行(xing)性評估(gu)。

(十六)加(jia)強(qiang)汽車標(biao)準全生命(ming)周期管理(li)。持(chi)續完(wan)善汽車標(biao)準工(gong)作(zuo)流程管理(li)文(wen)件,強(qiang)化(hua)標(biao)準預研、立項評審、技術審查、復審、強(qiang)制性(xing)標(biao)準實(shi)(shi)施預警(jing)等關鍵環節,進(jin)一步提升汽車標(biao)準工(gong)作(zuo)效率。建立重點領域標(biao)準示范應用推廣(guang)及常態化(hua)標(biao)準實(shi)(shi)施情況統(tong)計分析機制,促進(jin)標(biao)準實(shi)(shi)施和(he)改進(jin)完(wan)善。建立汽車標(biao)準數字(zi)化(hua)平臺和(he)專業領域標(biao)準應用數據庫,探索數字(zi)技術賦能標(biao)準化(hua)全生命(ming)周期管理(li)新模式。

(十七(qi))加(jia)大汽車(che)標(biao)(biao)(biao)準宣(xuan)傳(chuan)(chuan)及科普推廣(guang)。加(jia)大標(biao)(biao)(biao)準宣(xuan)傳(chuan)(chuan)、宣(xuan)貫力度,建立標(biao)(biao)(biao)準宣(xuan)傳(chuan)(chuan)矩陣,豐(feng)富宣(xuan)傳(chuan)(chuan)形式,拓寬受眾群體,促(cu)進(jin)(jin)標(biao)(biao)(biao)準被(bei)廣(guang)泛理(li)解、有效(xiao)實(shi)(shi)(shi)施和應(ying)用(yong)推廣(guang)。加(jia)強理(li)論研(yan)究(jiu),組織開展(zhan)汽車(che)標(biao)(biao)(biao)準化(hua)(hua)共性(xing)理(li)論探索和實(shi)(shi)(shi)踐應(ying)用(yong)研(yan)究(jiu),促(cu)進(jin)(jin)理(li)論研(yan)究(jiu)成果宣(xuan)傳(chuan)(chuan)推廣(guang)。加(jia)大汽車(che)標(biao)(biao)(biao)準化(hua)(hua)專業(ye)培訓,塑造(zao)標(biao)(biao)(biao)準化(hua)(hua)人(ren)物(wu)標(biao)(biao)(biao)桿,強化(hua)(hua)標(biao)(biao)(biao)準化(hua)(hua)思維,提升標(biao)(biao)(biao)準化(hua)(hua)能力,夯實(shi)(shi)(shi)汽車(che)標(biao)(biao)(biao)準化(hua)(hua)工作基礎。

(十八)推(tui)動汽車標準(zhun)(zhun)(zhun)協調聯動。推(tui)動建立(li)汽車相(xiang)(xiang)關專業(ye)(ye)標準(zhun)(zhun)(zhun)化(hua)技術組織(zhi)聯絡(luo)機(ji)制,擴大全國(guo)汽車標準(zhun)(zhun)(zhun)化(hua)技術委員(yuan)會(hui)與其他相(xiang)(xiang)關標委會(hui)、行(xing)業(ye)(ye)組織(zhi)和(he)技術機(ji)構的(de)溝(gou)通(tong)渠道和(he)交(jiao)流深度(du),加強(qiang)信息溝(gou)通(tong)、項目協調與技術合作(zuo)。進一步深化(hua)汽車與能(neng)(neng)(neng)源、信息通(tong)信、智能(neng)(neng)(neng)交(jiao)通(tong)、交(jiao)通(tong)管理等相(xiang)(xiang)關行(xing)業(ye)(ye)的(de)交(jiao)流合作(zuo),促進“車能(neng)(neng)(neng)路云”產業(ye)(ye)生態互動融合。開展(zhan)汽車行(xing)業(ye)(ye)標準(zhun)(zhun)(zhun)協同(tong)創新發(fa)展(zhan)模(mo)式研究,強(qiang)化(hua)國(guo)家標準(zhun)(zhun)(zhun)、行(xing)業(ye)(ye)標準(zhun)(zhun)(zhun)和(he)地(di)方、團體標準(zhun)(zhun)(zhun)的(de)協調配套,加快(kuai)構建新型汽車標準(zhun)(zhun)(zhun)供給(gei)體系。

(十(shi)九(jiu))加強標(biao)(biao)準(zhun)化(hua)人(ren)(ren)才(cai)隊(dui)伍建設(she)。支持全國(guo)汽(qi)車(che)(che)標(biao)(biao)準(zhun)化(hua)技術委(wei)員會(hui)委(wei)員參與國(guo)際(ji)標(biao)(biao)準(zhun)化(hua)工作,提(ti)升委(wei)員所在(zai)企(qi)業、機構國(guo)際(ji)注冊專家(jia)人(ren)(ren)數(shu),鼓勵提(ti)出新(xin)技術提(ti)案(an)。持續開展(zhan)汽(qi)車(che)(che)標(biao)(biao)準(zhun)化(hua)青年(nian)專家(jia)選培等活(huo)動,遴(lin)選和培養(yang)汽(qi)車(che)(che)標(biao)(biao)準(zhun)化(hua)專家(jia)后備人(ren)(ren)才(cai)。豐富大學生汽(qi)車(che)(che)標(biao)(biao)準(zhun)創新(xin)大賽內容,開展(zhan)汽(qi)車(che)(che)標(biao)(biao)準(zhun)化(hua)校園普及活(huo)動,為未來標(biao)(biao)準(zhun)化(hua)人(ren)(ren)才(cai)儲(chu)備奠(dian)定基礎。
