關于(yu)恢復(fu)和(he)擴大消費(fei)若干措施(shi)
為深入實(shi)施(shi)(shi)擴(kuo)大內(nei)需戰略,進一步提(ti)振消(xiao)(xiao)費(fei)信心(xin)、釋放消(xiao)(xiao)費(fei)潛力、激(ji)發(fa)(fa)(fa)消(xiao)(xiao)費(fei)活(huo)力,切實(shi)發(fa)(fa)(fa)揮(hui)消(xiao)(xiao)費(fei)對經濟發(fa)(fa)(fa)展的(de)基礎性(xing)作(zuo)用,根據《國(guo)務院(yuan)辦(ban)(ban)(ban)(ban)公(gong)廳轉發(fa)(fa)(fa)國(guo)家發(fa)(fa)(fa)展改(gai)革(ge)委(wei)關于恢復和擴(kuo)大消(xiao)(xiao)費(fei)措(cuo)施(shi)(shi)的(de)通知》(國(guo)辦(ban)(ban)(ban)(ban)函〔2023〕70號(hao))、《四川省人(ren)民政府辦(ban)(ban)(ban)(ban)公(gong)廳轉發(fa)(fa)(fa)省發(fa)(fa)(fa)展改(gai)革(ge)委(wei)〈關于恢復和擴(kuo)大消(xiao)(xiao)費(fei)若干措(cuo)施(shi)(shi)〉的(de)通知》(川辦(ban)(ban)(ban)(ban)發(fa)(fa)(fa)〔2023〕40號(hao))要求以(yi)及國(guo)家促進汽(qi)車、電(dian)子(zi)產品、家居等消(xiao)(xiao)費(fei)的(de)系列措(cuo)施(shi)(shi),結(jie)合我市(shi)實(shi)際,現提(ti)出如下(xia)措(cuo)施(shi)(shi)。
一、大力促進(jin)汽車消費
(一)擴(kuo)大(da)新(xin)能(neng)源汽車(che)消費(fei)。支持(chi)開展(zhan)新能源汽車“天府行”、“五進(jin)”等促銷活動,加(jia)(jia)快公(gong)(gong)共領域(yu)全面電(dian)(dian)(dian)動化(hua)進(jin)程,加(jia)(jia)大(da)機關公(gong)(gong)務(wu)、公(gong)(gong)交、出租、環衛、物(wu)流配送(song)等公(gong)(gong)共領域(yu)新能源汽車推(tui)(tui)廣使(shi)用(yong)力(li)度,探(tan)索重點(dian)行業大(da)宗貨物(wu)運輸(shu)(shu)新能源貨車應(ying)用(yong)場景。落(luo)實(shi)(shi)新能源汽車車輛購置稅(shui)減免政(zheng)策。按照國家、省(sheng)要求(qiu),落(luo)實(shi)(shi)居住區內公(gong)(gong)共充換電(dian)(dian)(dian)設(she)施用(yong)電(dian)(dian)(dian)執行居民(min)電(dian)(dian)(dian)價,執行工商業電(dian)(dian)(dian)價的充換電(dian)(dian)(dian)設(she)施用(yong)電(dian)(dian)(dian)執行峰谷分時電(dian)(dian)(dian)價政(zheng)策,全面推(tui)(tui)行充電(dian)(dian)(dian)樁單(dan)獨(du)裝表入戶(hu)。(責(ze)任單(dan)位:市(shi)(shi)商務(wu)局(ju)(ju)(ju),市(shi)(shi)發(fa)展(zhan)改革(ge)委、市(shi)(shi)經(jing)(jing)濟和信息化(hua)局(ju)(ju)(ju)、市(shi)(shi)財政(zheng)局(ju)(ju)(ju)、市(shi)(shi)生態環境局(ju)(ju)(ju)、市(shi)(shi)住房城鄉(xiang)建設(she)局(ju)(ju)(ju)、市(shi)(shi)交通運輸(shu)(shu)局(ju)(ju)(ju)、市(shi)(shi)機關事務(wu)管理局(ju)(ju)(ju)、雅(ya)安市(shi)(shi)稅(shui)務(wu)局(ju)(ju)(ju)、雅(ya)電(dian)(dian)(dian)集(ji)團、各縣(區)人民(min)政(zheng)府、經(jing)(jing)開區管委會。逗號(hao)前為牽頭單(dan)位,下同;以下措施均需各縣(區)人民(min)政(zheng)府、經(jing)(jing)開區管委會落(luo)實(shi)(shi),不再列出)
(二)拓展新車消費空間。推動老(lao)舊(jiu)汽車(che)(che)更新(xin)(xin)(xin)消(xiao)費,支持各縣(區)對(dui)購(gou)(gou)買新(xin)(xin)(xin)車(che)(che)、二手(shou)車(che)(che)置換(huan)新(xin)(xin)(xin)車(che)(che)和報廢(fei)舊(jiu)車(che)(che)購(gou)(gou)買新(xin)(xin)(xin)車(che)(che)給予補貼(tie),新(xin)(xin)(xin)能(neng)源汽車(che)(che)的(de)購(gou)(gou)車(che)(che)補貼(tie)適(shi)當高于傳(chuan)統燃(ran)油(you)汽車(che)(che)。鼓勵汽車(che)(che)企業(ye)開發經濟適(shi)用車(che)(che)型,增加高性(xing)價比車(che)(che)型供給。對(dui)試點企業(ye)預查驗(yan)車(che)(che)輛(liang),申請注(zhu)冊(ce)登記的(de),不再查驗(yan)車(che)(che)輛(liang),開展“陽光維修、放(fang)心消(xiao)費”行動。(責任單位:市(shi)經濟和信息化(hua)局(ju)、市(shi)公安局(ju)、市(shi)財(cai)政局(ju)、市(shi)交通運輸(shu)局(ju)、市(shi)商務局(ju)、市(shi)市(shi)場監管局(ju)按職責分(fen)工負責)
(三)繁榮二手車(che)市場。促進二(er)(er)手(shou)車(che)自(zi)由(you)流通(tong)和企業跨區域經營,落實(shi)二(er)(er)手(shou)車(che)交(jiao)易登記跨省通(tong)辦措施,實(shi)行(xing)二(er)(er)手(shou)小微型非營運載客汽車(che)轉讓登記“一證通(tong)辦”,提(ti)高二(er)(er)手(shou)車(che)市場(chang)交(jiao)易信息透明度(du)。(責任(ren)單位(wei):市商(shang)務(wu)局,市公安(an)局、市市場(chang)監管局)
(四(si))推(tui)動(dong)汽車配套(tao)設(she)施建設(she)。實施(shi)(shi)綠色出行(xing)“續航工程”,落實全(quan)市(shi)(shi)電(dian)動汽車(che)充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)規劃(hua)目標任(ren)務,重點推進高速公路服務區、居(ju)(ju)住(zhu)區、辦公區和(he)商業中(zhong)(zhong)心(xin)、工業中(zhong)(zhong)心(xin)、休閑中(zhong)(zhong)心(xin)充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)建設(she)(she)(she)。將(jiang)充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)建設(she)(she)(she)納入城(cheng)鎮老(lao)舊小(xiao)區改造提升內容(rong),新建居(ju)(ju)住(zhu)社(she)區固定車(che)位100%建設(she)(she)(she)充(chong)(chong)電(dian)基(ji)礎(chu)(chu)設(she)(she)(she)施(shi)(shi)或預(yu)留安(an)裝(zhuang)條(tiao)件,鼓勵開展(zhan)居(ju)(ju)住(zhu)社(she)區充(chong)(chong)電(dian)設(she)(she)(she)施(shi)(shi)“統建統營”。在具備條(tiao)件的地區實現“充(chong)(chong)電(dian)站縣縣全(quan)覆(fu)蓋,充(chong)(chong)電(dian)樁鄉鄉全(quan)覆(fu)蓋”,提升農(nong)村(cun)電(dian)網承載能力和(he)供電(dian)質量(liang),確(que)保(bao)農(nong)村(cun)地區電(dian)動汽車(che)安(an)全(quan)平穩充(chong)(chong)電(dian)。擴大城(cheng)市(shi)(shi)停車(che)設(she)(she)(she)施(shi)(shi)有效供給(gei),加(jia)大老(lao)舊小(xiao)區、老(lao)舊街區、老(lao)舊廠區、城(cheng)中(zhong)(zhong)村(cun)改造中(zhong)(zhong)的車(che)位配建密(mi)(mi)度,加(jia)快人員密(mi)(mi)集場所和(he)景(jing)區立體(ti)停車(che)場、智慧車(che)場建設(she)(she)(she)和(he)裝(zhuang)備配置。(責任(ren)單位:市(shi)(shi)發展(zhan)改革委(wei)、市(shi)(shi)住(zhu)房城(cheng)鄉建設(she)(she)(she)局,市(shi)(shi)經濟(ji)和(he)信息化局、市(shi)(shi)財(cai)政局、市(shi)(shi)自然資(zi)源(yuan)和(he)規劃(hua)局、市(shi)(shi)交(jiao)通運輸局)
二、強化住房家(jia)居家(jia)電消費
(五)加大住房供給保障(zhang)。擴(kuo)大保障(zhang)性租賃住(zhu)房(fang)(fang)(fang)(fang)供給(gei),力(li)爭(zheng)“十四五”期(qi)間籌集800套(間),著力(li)解決新市民、青年人(ren)(ren)等(deng)群(qun)體住(zhu)房(fang)(fang)(fang)(fang)困(kun)難(nan)。因城施策用好(hao)政策工具箱,鼓勵各地結(jie)合(he)實(shi)(shi)際(ji)對新市民、引進(jin)人(ren)(ren)才等(deng)群(qun)體給(gei)予(yu)購房(fang)(fang)(fang)(fang)補貼。實(shi)(shi)施差(cha)別化住(zhu)房(fang)(fang)(fang)(fang)信貸(dai)政策,引導個人(ren)(ren)住(zhu)房(fang)(fang)(fang)(fang)貸(dai)款(kuan)利率和首付比例下(xia)行,依法有序(xu)調(diao)整存量個人(ren)(ren)貸(dai)款(kuan)利率。支持各地結(jie)合(he)實(shi)(shi)際(ji)提(ti)高公積金貸(dai)款(kuan)額度,持續(xu)推(tui)進(jin)靈活就業(ye)人(ren)(ren)員參(can)與公積金制度試(shi)點,有序(xu)開(kai)展(zhan)二手(shou)房(fang)(fang)(fang)(fang)“帶押過戶(hu)”公積金貸(dai)款(kuan)業(ye)務。大力(li)實(shi)(shi)施老舊(jiu)小區(qu)(qu)改造。加強(qiang)農村(cun)低收入群(qun)體等(deng)重點對象住(zhu)房(fang)(fang)(fang)(fang)安全(quan)保障(zhang),繼續(xu)實(shi)(shi)施農村(cun)危(wei)房(fang)(fang)(fang)(fang)改造和7度及以(yi)上設防地區(qu)(qu)農房(fang)(fang)(fang)(fang)抗震(zhen)改造。(責任單位(wei):市住(zhu)房(fang)(fang)(fang)(fang)城鄉建設局,市發展(zhan)改革委、人(ren)(ren)行雅安市分行)
(六)促進家(jia)裝家(jia)居消費。統籌線上線下(xia)消(xiao)(xiao)費(fei)渠道,支(zhi)持(chi)銷售企(qi)業舉辦家(jia)(jia)電節、購(gou)(gou)物(wu)節、網購(gou)(gou)節等(deng)(deng)活動,營造綠(lv)色(se)智能家(jia)(jia)電消(xiao)(xiao)費(fei)氛(fen)圍(wei)。支(zhi)持(chi)家(jia)(jia)居企(qi)業圍(wei)繞“家(jia)(jia)場景”,在步行街、商圈、一刻(ke)鐘便民(min)生活圈開設綠(lv)色(se)智能家(jia)(jia)電體驗店,鼓勵開展新店首秀、新品首發等(deng)(deng)活動,提升消(xiao)(xiao)費(fei)體驗。支(zhi)持(chi)各縣(區)對城鄉居民(min)新購(gou)(gou)買(mai)(mai)家(jia)(jia)具、家(jia)(jia)裝、家(jia)(jia)紡等(deng)(deng)產品給予補貼,對新購(gou)(gou)買(mai)(mai)或(huo)“以舊換新”的電視、冰(bing)箱冰(bing)柜、洗衣機、空調等(deng)(deng)綠(lv)色(se)智能家(jia)(jia)電產品給予補貼。(責任單位(wei):市商務局,市財政局)
(七)釋放家電(dian)消費潛(qian)力。優化綠(lv)(lv)色(se)智能家電(dian)(dian)供給,加快(kuai)發展數字家庭,拓展互聯網智能家電(dian)(dian)全場(chang)景應用,鼓勵推廣個性(xing)化定(ding)制(zhi)適(shi)老化家電(dian)(dian)、生活(huo)服務(wu)類機(ji)器人等(deng)產品(pin)。持(chi)續推動家電(dian)(dian)下(xia)鄉,支(zhi)持(chi)家電(dian)(dian)銷售(shou)(shou)企業(ye)提(ti)供適(shi)合農村消費需求(qiu)的熱(re)水器、燃(ran)氣灶等(deng)綠(lv)(lv)色(se)智能產品(pin),引(yin)導家電(dian)(dian)銷售(shou)(shou)、維修企業(ye)及電(dian)(dian)商(shang)平臺下(xia)沉(chen)渠道,在縣(xian)鄉兩級設(she)立直營店(dian)、體驗(yan)店(dian)、服務(wu)網點、前(qian)置倉等(deng)。(責任(ren)單位:市(shi)經濟(ji)和信息化局、市(shi)商(shang)務(wu)局,市(shi)民(min)政局)
(八(ba))完善(shan)家電售后服(fu)務。培(pei)育(yu)一批售(shou)(shou)后服務領(ling)跑企業,引(yin)導家電流通(tong)(tong)企業加強售(shou)(shou)后服務規范化(hua)管理、連(lian)鎖化(hua)發展(zhan)、品(pin)牌化(hua)運作。鼓勵(li)家電銷(xiao)售(shou)(shou)企業通(tong)(tong)過自營(ying)自建(jian)、加盟(meng)合作等(deng)方式構(gou)建(jian)售(shou)(shou)后服務體系,提(ti)升維修(xiu)服務水平。推(tui)(tui)動售(shou)(shou)后維修(xiu)服務進商場、進平臺,鼓勵(li)售(shou)(shou)后服務線(xian)上線(xian)下融合發展(zhan)。打通(tong)(tong)廢(fei)舊(jiu)家電回(hui)(hui)收(shou)渠(qu)道(dao),積極推(tui)(tui)行(xing)“互(hu)聯網(wang)+回(hui)(hui)收(shou)”“社區+回(hui)(hui)收(shou)”模(mo)式,引(yin)導(縣)區合理布(bu)局(ju)(ju)(ju)廢(fei)舊(jiu)家電回(hui)(hui)收(shou)點、中轉站、集散(san)中心。(責任單位:市(shi)商務局(ju)(ju)(ju),市(shi)發展(zhan)改革委、市(shi)經濟(ji)和(he)信息化(hua)局(ju)(ju)(ju)、市(shi)生態環(huan)境(jing)局(ju)(ju)(ju)、市(shi)郵政管理局(ju)(ju)(ju))
三、擴大餐飲文旅消費
(九)做強“雅安味(wei)道”消費品(pin)牌(pai)。打響(xiang)“雅(ya)安(an)(an)味道”品(pin)牌(pai)(pai),加強(qiang)名菜、名廚、名店(dian)(dian)品(pin)牌(pai)(pai)推廣。以承辦2024四川(chuan)省文化和旅游發(fa)展大會為契機(ji),開展餐(can)飲(yin)系列(lie)促消費(fei)(fei)活動,深化雅(ya)安(an)(an)餐(can)飲(yin)創(chuang)新(xin)發(fa)展提質升級(ji),加快(kuai)打造(zao)“雅(ya)安(an)(an)味道”餐(can)飲(yin)消費(fei)(fei)新(xin)場景。組織餐(can)飲(yin)企業積極參與各類國家級(ji)、省級(ji)消費(fei)(fei)促進活動,加強(qiang)對外(wai)(wai)學習(xi)交流。鼓勵支(zhi)持(chi)餐(can)飲(yin)企業走出去,通過投資、控(kong)股、技術(shu)與品(pin)牌(pai)(pai)合(he)作等方式,在外(wai)(wai)地開設餐(can)飲(yin)門店(dian)(dian)和管理公司。(責任單(dan)位:市商務局)
