四川省促進工業經(jing)濟(ji)穩定增(zeng)長行動方(fang)案
為深入貫徹中央(yang)經濟工(gong)(gong)(gong)作(zuo)會(hui)議精神(shen)和(he)(he)全國兩會(hui)精神(shen),落實(shi)國家發展改(gai)革(ge)委(wei)(wei)、工(gong)(gong)(gong)業和(he)(he)信息化部等部門《關于振作(zuo)工(gong)(gong)(gong)業經濟運(yun)行(xing)推(tui)動(dong)工(gong)(gong)(gong)業高質量發展的(de)實(shi)施方案》《關于促進工(gong)(gong)(gong)業經濟平(ping)穩(wen)增長的(de)若干政策》和(he)(he)省委(wei)(wei)、省政府工(gong)(gong)(gong)作(zuo)部署,制(zhi)定本行(xing)動(dong)方案。
一、穩運行,保持產業鏈供(gong)應鏈穩定
1.確保能源(yuan)安全保供(gong)(gong)。充(chong)分(fen)發(fa)揮省(sheng)能源(yuan)保供(gong)(gong)協(xie)調機制作用(yong)(yong),強(qiang)(qiang)化省(sheng)內外(wai)資(zi)源(yuan)籌措(cuo),提前部署并(bing)做好主網火電(dian)企(qi)業(ye)電(dian)煤(mei)豐存枯用(yong)(yong)儲備。推(tui)動(dong)新建(jian)成水風(feng)光發(fa)電(dian)機組應(ying)投盡投、應(ying)并(bing)盡并(bing)、應(ying)發(fa)滿(man)發(fa),加大留川電(dian)量(liang)爭取力度。推(tui)動(dong)煤(mei)炭、天然(ran)氣供(gong)(gong)需(xu)雙方簽訂中長(chang)期合同,穩(wen)定(ding)供(gong)(gong)應(ying)資(zi)源(yuan)。完(wan)善能源(yuan)保供(gong)(gong)應(ying)急預案,組織(zhi)開(kai)展(zhan)電(dian)力、成品油、天然(ran)氣保供(gong)(gong)應(ying)急演練。強(qiang)(qiang)化能耗(hao)強(qiang)(qiang)度降低約束性指標管理,有效增強(qiang)(qiang)能源(yuan)消費總量(liang)管理彈性,保障工(gong)業(ye)發(fa)展(zhan)合理用(yong)(yong)能。(省(sheng)發(fa)展(zhan)改革委(wei)、經濟和信息化廳、省(sheng)國(guo)資(zi)委(wei)、省(sheng)能源(yuan)局按職(zhi)責(ze)分(fen)工(gong)負責(ze))
2.做好重點生(sheng)產(chan)要(yao)素保(bao)供穩價。密切(qie)監測大宗原材料市場供需和價格(ge)變化,及(ji)時作出預(yu)警并盡早反應。落實《重要(yao)商(shang)品和服務價格(ge)指數行為管(guan)理(li)辦(ban)法(試行)》,強(qiang)化市場預(yu)期管(guan)理(li)。支(zhi)持(chi)搭建重點行業供需對接(jie)平臺(tai)。支(zhi)持(chi)有條件的企業提升海外資源(yuan)供給和保(bao)障水平。加(jia)強(qiang)大宗商(shang)品期現貨市場監管(guan),堅決打擊過(guo)度投機(ji)炒作。(省發展改革(ge)委、經濟(ji)和信(xin)息化廳、商(shang)務廳、省市場監管(guan)局(ju)、四川證監局(ju)按職責分工負責)
3.提升產(chan)業(ye)(ye)鏈(lian)供(gong)應(ying)鏈(lian)韌(ren)性。建立產(chan)業(ye)(ye)鏈(lian)供(gong)應(ying)鏈(lian)監測(ce)體系,開(kai)展(zhan)(zhan)常(chang)態化監測(ce),及時掌握變化動(dong)態,預警基(ji)礎(chu)(chu)能源產(chan)品、關鍵礦產(chan)品、成套設(she)(she)(she)(she)備(bei)、核心零(ling)部件等可能出(chu)現(xian)的(de)斷(duan)供(gong)風險,保(bao)障重要生(sheng)產(chan)物資(zi)的(de)運輸(shu)暢通,維護(hu)產(chan)業(ye)(ye)鏈(lian)供(gong)應(ying)鏈(lian)穩定。加快制(zhi)(zhi)造強(qiang)(qiang)(qiang)省(sheng)(sheng)(sheng)(sheng)建設(she)(she)(she)(she),開(kai)展(zhan)(zhan)制(zhi)(zhi)造強(qiang)(qiang)(qiang)市和特色(se)優(you)勢產(chan)業(ye)(ye)試點(dian)示范(fan),探索采取“揭榜掛帥(shuai)”等方(fang)式(shi)組織(zhi)(zhi)開(kai)展(zhan)(zhan)任務(wu)(wu)攻關,編制(zhi)(zhi)發(fa)(fa)布產(chan)業(ye)(ye)基(ji)礎(chu)(chu)再造重點(dian)領域(yu)技(ji)術(工藝(yi)、產(chan)品)目錄,實(shi)(shi)施一批具有廣(guang)泛應(ying)用(yong)前景的(de)成果應(ying)用(yong)示范(fan)項(xiang)目。建立重點(dian)產(chan)業(ye)(ye)鏈(lian)“鏈(lian)長(chang)+鏈(lian)主”推進(jin)機制(zhi)(zhi),培育(yu)(yu)“鏈(lian)主”企業(ye)(ye),推進(jin)強(qiang)(qiang)(qiang)鏈(lian)補鏈(lian)。實(shi)(shi)施“貢嘎培優(you)”行(xing)(xing)動(dong)計劃,加快構建領航企業(ye)(ye)、單項(xiang)冠(guan)軍(jun)企業(ye)(ye)、“專精特新(xin)”企業(ye)(ye)培育(yu)(yu)體系。推動(dong)企業(ye)(ye)兼并重組促(cu)進(jin)大中小企業(ye)(ye)融通發(fa)(fa)展(zhan)(zhan)。深入推進(jin)供(gong)應(ying)鏈(lian)創(chuang)新(xin)與應(ying)用(yong)試點(dian)示范(fan)和典(dian)型(xing)經驗推廣(guang),修訂《四川省(sheng)(sheng)(sheng)(sheng)重大技(ji)術裝備(bei)首(shou)(shou)臺(tai)套新(xin)材(cai)料首(shou)(shou)批次(ci)軟件首(shou)(shou)版次(ci)推廣(guang)應(ying)用(yong)指(zhi)導目錄》,落實(shi)(shi)首(shou)(shou)臺(tai)套首(shou)(shou)批次(ci)首(shou)(shou)版次(ci)支持政策(ce)。建設(she)(she)(she)(she)全省(sheng)(sheng)(sheng)(sheng)質(zhi)量(liang)基(ji)礎(chu)(chu)設(she)(she)(she)(she)施“一站式(shi)”服務(wu)(wu)平臺(tai),加快推進(jin)質(zhi)量(liang)基(ji)礎(chu)(chu)設(she)(she)(she)(she)施“一站式(shi)”服務(wu)(wu)線下試點(dian)建設(she)(she)(she)(she),組織(zhi)(zhi)實(shi)(shi)施檢(jian)驗檢(jian)測(ce)行(xing)(xing)業(ye)(ye)質(zhi)量(liang)提升三年(nian)行(xing)(xing)動(dong)計劃。(省(sheng)(sheng)(sheng)(sheng)委(wei)軍(jun)民融合(he)辦(ban)、省(sheng)(sheng)(sheng)(sheng)發(fa)(fa)展(zhan)(zhan)改革委(wei)、經濟(ji)和信息化廳(ting)、財(cai)政廳(ting)、省(sheng)(sheng)(sheng)(sheng)國資(zi)委(wei)、省(sheng)(sheng)(sheng)(sheng)市場監管局(ju)按職責分工負責)
二、擴需(xu)求(qiu),釋(shi)放工業增長潛力(li)
4.推動重(zhong)(zhong)點(dian)項(xiang)(xiang)目(mu)(mu)加快建(jian)設(she)。落實(shi)《四(si)川省(sheng)促(cu)進制造業(ye)項(xiang)(xiang)目(mu)(mu)投(tou)資建(jian)設(she)若(ruo)干政策(ce)措施》《四(si)川省(sheng)抓項(xiang)(xiang)目(mu)(mu)促(cu)投(tou)資穩增(zeng)長若(ruo)干政策(ce)》,推動重(zhong)(zhong)點(dian)項(xiang)(xiang)目(mu)(mu)早(zao)竣工、早(zao)投(tou)產(chan)、早(zao)達產(chan)。支持符合(he)條件的(de)(de)工業(ye)項(xiang)(xiang)目(mu)(mu)按程序納(na)入省(sheng)重(zhong)(zhong)點(dian)項(xiang)(xiang)目(mu)(mu),加快“16+1”重(zhong)(zhong)點(dian)產(chan)業(ye)、綠色(se)低碳(tan)優勢(shi)產(chan)業(ye)、新型(xing)基礎設(she)施等(deng)領域重(zhong)(zhong)點(dian)項(xiang)(xiang)目(mu)(mu)建(jian)設(she)。保障納(na)入規(gui)劃的(de)(de)重(zhong)(zhong)大(da)(da)項(xiang)(xiang)目(mu)(mu)土地(di)(di)(di)供(gong)(gong)應(ying),支持產(chan)業(ye)用(yong)地(di)(di)(di)實(shi)行“標準地(di)(di)(di)”出讓,提高配(pei)置(zhi)(zhi)效率(lv)。支持不同產(chan)業(ye)用(yong)地(di)(di)(di)類型(xing)按程序合(he)理轉換,完(wan)善(shan)土地(di)(di)(di)用(yong)途變更、整合(he)、置(zhi)(zhi)換等(deng)政策(ce)。鼓勵采用(yong)長期(qi)租(zu)賃、先租(zu)后讓、彈性年期(qi)供(gong)(gong)應(ying)等(deng)方式供(gong)(gong)應(ying)產(chan)業(ye)用(yong)地(di)(di)(di)。對年綜合(he)能耗(hao) 5 萬噸標準煤(mei)(等(deng)價值(zhi))以下的(de)(de)省(sheng)重(zhong)(zhong)點(dian)項(xiang)(xiang)目(mu)(mu),節能審查時可不開展(zhan)能耗(hao)等(deng)量減(jian)量替代。完(wan)善(shan)重(zhong)(zhong)大(da)(da)招商(shang)引(yin)資項(xiang)(xiang)目(mu)(mu)跟進服務機制,著力制造業(ye)重(zhong)(zhong)大(da)(da)項(xiang)(xiang)目(mu)(mu)招引(yin)促(cu)進,推動簽(qian)約項(xiang)(xiang)目(mu)(mu)落地(di)(di)(di)見效。(省(sheng)發(fa)展(zhan)改革(ge)委、經濟和信息化廳、自然資源(yuan)廳、生態環境廳、省(sheng)經濟合(he)作(zuo)局按職(zhi)責分工負(fu)責)
5.大力(li)推動(dong)(dong)(dong)技(ji)術改(gai)(gai)造(zao)。實施工業(ye)(ye)(ye)企業(ye)(ye)(ye)技(ji)改(gai)(gai)投資升(sheng)(sheng)級導向(xiang)計劃,持續開(kai)展(zhan)技(ji)改(gai)(gai)服務(wu)專項提(ti)升(sheng)(sheng)活動(dong)(dong)(dong)。推動(dong)(dong)(dong)智能(neng)(neng)(neng)制造(zao)示范工廠建設,實施生產(chan)(chan)(chan)線和(he)工業(ye)(ye)(ye)母機改(gai)(gai)造(zao),深入實施工業(ye)(ye)(ye)互(hu)(hu)聯網(wang)創新發展(zhan)行(xing)動(dong)(dong)(dong),加快“工業(ye)(ye)(ye)互(hu)(hu)聯網(wang)+傳統產(chan)(chan)(chan)業(ye)(ye)(ye)”規模(mo)化應用(yong)。落實重點(dian)領(ling)域節能(neng)(neng)(neng)降碳改(gai)(gai)造(zao)升(sheng)(sheng)級實施指南,推進鋼鐵、水泥、平板玻(bo)璃等高耗能(neng)(neng)(neng)行(xing)業(ye)(ye)(ye)節能(neng)(neng)(neng)降碳改(gai)(gai)造(zao)。深化質量提(ti)升(sheng)(sheng)行(xing)動(dong)(dong)(dong),開(kai)展(zhan)電子信息、輕(qing)紡等重點(dian)行(xing)業(ye)(ye)(ye)質量提(ti)升(sheng)(sheng)巡診(zhen)幫扶,以(yi)市(shi)場為導向(xiang)開(kai)發適銷對路產(chan)(chan)(chan)品。(經濟和(he)信息化廳、省(sheng)市(shi)場監管局按職(zhi)責(ze)(ze)分工負責(ze)(ze))
6.促進(jin)消費提質擴(kuo)容。組(zu)織參加(jia)(jia)進(jin)博會、中國品(pin)牌日等重(zhong)大展(zhan)會,舉辦成渝(yu)地區雙城(cheng)經(jing)(jing)濟圈消費品(pin)精品(pin)展(zhan)。開展(zhan)川酒全國行(xing)系列活(huo)動(dong)、節能環(huan)保品(pin)牌川渝(yu)行(xing)活(huo)動(dong),推(tui)動(dong)新能源汽車、綠色智能家(jia)電(dian)(dian)、綠色建(jian)材下鄉,搭建(jian)“四川造”產品(pin)線上線下綜合(he)推(tui)廣(guang)平臺。實施“電(dian)(dian)動(dong)四川”行(xing)動(dong)計劃,加(jia)(jia)快(kuai)全省公共交通(tong)、城(cheng)市物流(liu)等重(zhong)點(dian)領域電(dian)(dian)動(dong)化替代(dai)。健全家(jia)電(dian)(dian)回(hui)收處理體系,實施家(jia)電(dian)(dian)生產企(qi)業回(hui)收目標責任制(zhi)。開展(zhan)天(tian)府質量獎評(ping)選和“天(tian)府名品(pin)”品(pin)牌建(jian)設(she)。(省發(fa)展(zhan)改革(ge)委、經(jing)(jing)濟和信(xin)息化廳(ting)、財(cai)政廳(ting)、交通(tong)運輸(shu)廳(ting)、商務廳(ting)、省市場監管局按(an)職責分(fen)工負責)
7.推動外(wai)(wai)(wai)資(zi)(zi)外(wai)(wai)(wai)貿穩定發展(zhan)。落(luo)實(shi)全國(guo)和自貿試驗區(qu)外(wai)(wai)(wai)資(zi)(zi)準(zhun)入負(fu)面清單(dan)以及(ji)鼓勵(li)(li)外(wai)(wai)(wai)商投資(zi)(zi)產業(ye)(ye)目錄,鼓勵(li)(li)外(wai)(wai)(wai)資(zi)(zi)加大對制(zhi)造業(ye)(ye)、高新(xin)(xin)技(ji)術等(deng)(deng)領域的投資(zi)(zi)力(li)度,推動符合(he)產業(ye)(ye)導向的外(wai)(wai)(wai)資(zi)(zi)制(zhi)造業(ye)(ye)項目和跨(kua)國(guo)公司(si)總部、功能性機構落(luo)戶四(si)川。進(jin)一步暢通國(guo)際(ji)物流通道,支持企業(ye)(ye)通過中歐班列、西(xi)部陸海(hai)新(xin)(xin)通道、航(hang)空運輸(shu)擴(kuo)大出(chu)(chu)口(kou)(kou)(kou)。推動加工(gong)(gong)貿易(yi)向產業(ye)(ye)鏈兩端(duan)延伸,大力(li)發展(zhan)一般貿易(yi),擴(kuo)大電子信(xin)息、裝備制(zhi)造、食品飲料和先進(jin)材(cai)料等(deng)(deng)優勢產品出(chu)(chu)口(kou)(kou)(kou)。鞏(gong)固提升出(chu)(chu)口(kou)(kou)(kou)信(xin)用保(bao)險作用,抓(zhua)實(shi)抓(zhua)好外(wai)(wai)(wai)貿信(xin)貸(dai)投放,豐富完善四(si)川國(guo)際(ji)貿易(yi)“單(dan)一窗口(kou)(kou)(kou)”功能,加快建設“一帶一路(lu)”進(jin)出(chu)(chu)口(kou)(kou)(kou)商品集(ji)散中心,探索在(zai)東盟等(deng)(deng)國(guo)家共建共享(xiang)物流基地(di)、分(fen)撥(bo)集(ji)散中心、海(hai)外(wai)(wai)(wai)倉(cang)。鼓勵(li)(li)先進(jin)技(ji)術、設備和關鍵零部件(jian)進(jin)口(kou)(kou)(kou)。(省(sheng)發展(zhan)改(gai)革委、經濟和信(xin)息化廳、商務廳、省(sheng)經濟合(he)作局(ju)、成都海(hai)關、省(sheng)政府口(kou)(kou)(kou)岸(an)物流辦(ban)按職責分(fen)工(gong)(gong)負(fu)責)

8.加(jia)大制(zhi)(zhi)造業(ye)(ye)(ye)(ye)融(rong)(rong)(rong)資(zi)(zi)支(zhi)持(chi)(chi)力度。加(jia)強銀行(xing)支(zhi)持(chi)(chi)制(zhi)(zhi)造業(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)的考(kao)核約束和(he)窗口指導,出(chu)臺金(jin)(jin)(jin)融(rong)(rong)(rong)機構支(zhi)持(chi)(chi)制(zhi)(zhi)造業(ye)(ye)(ye)(ye)等實(shi)體經濟發(fa)(fa)展(zhan)評價激勵(li)辦法(fa),用(yong)好科技創新專(zhuan)項再貸(dai)(dai)款(kuan),推動(dong)制(zhi)(zhi)造業(ye)(ye)(ye)(ye)中(zhong)(zhong)長期(qi)貸(dai)(dai)款(kuan)持(chi)(chi)續(xu)保(bao)持(chi)(chi)較快增長。落(luo)實(shi)產融(rong)(rong)(rong)合作推動(dong)工業(ye)(ye)(ye)(ye)綠(lv)色發(fa)(fa)展(zhan)專(zhuan)項政策(ce),實(shi)施(shi)制(zhi)(zhi)造業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)“制(zhi)(zhi)惠貸(dai)(dai)”融(rong)(rong)(rong)資(zi)(zi)試點和(he)“補貸(dai)(dai)保(bao)”聯動(dong)試點,加(jia)快“信(xin)易貸(dai)(dai)”“天(tian)府(fu)信(xin)用(yong)通”等平臺建(jian)設(she)(she)(she)和(he)產品推廣,擴(kuo)大“園保(bao)貸(dai)(dai)”服務范圍。發(fa)(fa)展(zhan)產業(ye)(ye)(ye)(ye)鏈供應鏈金(jin)(jin)(jin)融(rong)(rong)(rong),推廣應收賬款(kuan)融(rong)(rong)(rong)資(zi)(zi)、票據融(rong)(rong)(rong)資(zi)(zi),落(luo)實(shi)相關獎勵(li)政策(ce)。支(zhi)持(chi)(chi)符(fu)合條(tiao)件的制(zhi)(zhi)造業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)發(fa)(fa)債融(rong)(rong)(rong)資(zi)(zi)。穩(wen)妥推進基礎設(she)(she)(she)施(shi)領域不動(dong)產投(tou)資(zi)(zi)信(xin)托基金(jin)(jin)(jin)(REITs)試點。支(zhi)持(chi)(chi)優質企(qi)業(ye)(ye)(ye)(ye)在先進制(zhi)(zhi)造、綠(lv)色發(fa)(fa)展(zhan)和(he)新型基礎設(she)(she)(she)施(shi)建(jian)設(she)(she)(she)等重點領域合理利(li)用(yong)中(zhong)(zhong)長期(qi)外(wai)債。(省(sheng)發(fa)(fa)展(zhan)改革委、經濟和(he)信(xin)息化廳、省(sheng)地方(fang)金(jin)(jin)(jin)融(rong)(rong)(rong)監(jian)管局、人民銀行(xing)成(cheng)都(dou)分行(xing)、四川銀保(bao)監(jian)局、四川證監(jian)局按(an)職責分工負責)
9.著力破(po)解企業(ye)(ye)(ye)用工(gong)(gong)(gong)難題。開展大規模職(zhi)業(ye)(ye)(ye)技能(neng)培訓,全(quan)(quan)面推行項目(mu)制(zhi)(zhi)培訓和企業(ye)(ye)(ye)新型學徒制(zhi)(zhi)培訓,探索開展園區制(zhi)(zhi)培訓試點,支持(chi)工(gong)(gong)(gong)業(ye)(ye)(ye)企業(ye)(ye)(ye)廣泛開展職(zhi)工(gong)(gong)(gong)崗(gang)(gang)(gang)前(qian)培訓、崗(gang)(gang)(gang)位技能(neng)提升培訓。健全(quan)(quan)重點企業(ye)(ye)(ye)用工(gong)(gong)(gong)常態化服務(wu)機制(zhi)(zhi),創新開展“送崗(gang)(gang)(gang)上門”“送崗(gang)(gang)(gang)入企”“直(zhi)播(bo)帶(dai)崗(gang)(gang)(gang)”等系列活動(dong),落實(shi)國家支持(chi)企業(ye)(ye)(ye)穩崗(gang)(gang)(gang)等政策。推動(dong)人力資源(yuan)服務(wu)與工(gong)(gong)(gong)業(ye)(ye)(ye)協(xie)同發展,支持(chi)在有條件的(de)工(gong)(gong)(gong)業(ye)(ye)(ye)園區配套(tao)人力資源(yuan)服務(wu)工(gong)(gong)(gong)作(zuo)站。鼓勵大型骨干(gan)企業(ye)(ye)(ye)設立跨(kua)企業(ye)(ye)(ye)職(zhi)工(gong)(gong)(gong)培訓中心,為中小微企業(ye)(ye)(ye)提供培訓服務(wu)。通(tong)過“雙隨機、一公開”方式依法及時處理欠薪行為。(經(jing)濟和信息化廳(ting)、人力資源(yuan)社會保障廳(ting)按(an)職(zhi)責分(fen)工(gong)(gong)(gong)負責)
四、增動能,積蓄工業穩定增長后勁
