河北省強化危險廢(fei)物(wu)監管和(he)利用(yong)處置能力(li)改革行動方案

為全(quan)面落實《國務院辦(ban)(ban)公廳關于印發強化(hua)危險廢(fei)(fei)(fei)物(wu)監管和利用(yong)處(chu)置(zhi)能力(li)改革實施(shi)方案的通知》(國辦(ban)(ban)函〔2021〕47號)精神,切(qie)實提升危險廢(fei)(fei)(fei)物(wu)監管和利用(yong)處(chu)置(zhi)能力(li),有效防(fang)控危險廢(fei)(fei)(fei)物(wu)環境與安(an)全(quan)風險,結合我省實際,制(zhi)定(ding)本行動方案。

一、總體要求

(一(yi))指導思想。以(yi)習近(jin)平新時(shi)代中國特色社會(hui)主義思想為指導,全面(mian)貫徹黨的十九大和(he)(he)十九屆(jie)二中、三中、四中、五中全會(hui)精(jing)(jing)神,深(shen)入落實(shi)習近(jin)平生(sheng)(sheng)態(tai)(tai)文明(ming)思想,按(an)照黨中央、國務院決策部署和(he)(he)全國生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)(jing)保護大會(hui)要求(qiu)及省(sheng)委、省(sheng)政(zheng)府(fu)工作安排,堅(jian)持(chi)精(jing)(jing)準治污(wu)(wu)、科學治污(wu)(wu)、依法治污(wu)(wu),以(yi)持(chi)續改(gai)善生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)(jing)質量為核心,以(yi)有效防控(kong)危險廢物環(huan)境(jing)(jing)與安全風險為目標(biao),深(shen)化體(ti)制機(ji)制改(gai)革,全面(mian)提升危險廢物監(jian)管和(he)(he)利用處置能力,切(qie)實(shi)維(wei)護人民群眾身(shen)體(ti)健康和(he)(he)生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)(jing)安全。

(二)工作原則。

堅持改革(ge)創新,著力(li)(li)激發(fa)(fa)活力(li)(li)。全面深化(hua)改革(ge),開(kai)拓工作思(si)路,創新方(fang)式方(fang)法,激發(fa)(fa)市場活力(li)(li),鼓勵試(shi)點先行,切實解決危險廢物監管和利用處置方(fang)面存在的(de)突(tu)出問題。

堅持依(yi)法(fa)治理(li),著力強化監管(guan)。健(jian)全(quan)危險廢物地方法(fa)規制(zhi)度和標準規范(fan),明確部門職責(ze)分工,建立完(wan)善部門聯動機制(zhi),健(jian)全(quan)危險廢物監管(guan)體(ti)系,依(yi)法(fa)行(xing)政,嚴(yan)格執法(fa)。

堅持統籌(chou)安排(pai),著力(li)補(bu)齊短板。科學評估、合理(li)(li)布局、優化結構,分行業領域(yu)(yu)、分區域(yu)(yu)地域(yu)(yu)補(bu)齊醫療廢物(wu)、危險廢物(wu)收集處理(li)(li)設施方面短板,不斷提(ti)升綜合利用水平。

堅持多元共治(zhi),著力防(fang)(fang)控(kong)風險。強(qiang)化政府引(yin)導與支持,壓實企(qi)業(ye)主體(ti)責(ze)任,充(chong)分(fen)發揮社(she)會(hui)組織和公眾監(jian)督作(zuo)用,實行聯(lian)防(fang)(fang)聯(lian)控(kong)聯(lian)治(zhi),嚴守危險廢物環境與安全風險底線(xian)。

(三)工作目標。到2022年底,危(wei)(wei)險廢(fei)物(wu)(wu)監管體(ti)制(zhi)機制(zhi)進一步完善(shan),建立安全監管與環境(jing)監管聯(lian)動機制(zhi);危(wei)(wei)險廢(fei)物(wu)(wu)非(fei)法轉移傾倒行為得到有(you)效(xiao)遏(e)制(zhi)。基本補齊醫療廢(fei)物(wu)(wu)、危(wei)(wei)險廢(fei)物(wu)(wu)收(shou)集(ji)處理(li)設(she)施方(fang)面短板,引導危(wei)(wei)險廢(fei)物(wu)(wu)環境(jing)治理(li)產業積極有(you)序(xu)發展;縣(xian)級以上城市(shi)建成區(qu)醫療廢(fei)物(wu)(wu)無害化處置(zhi)率(lv)達到100%,全省危(wei)(wei)險廢(fei)物(wu)(wu)處置(zhi)能力基本滿足(zu)省域內(nei)實際處置(zhi)需求(qiu)。

到2025年底,建立健(jian)全(quan)源頭嚴(yan)防、過程嚴(yan)管、后(hou)果嚴(yan)懲的(de)危險廢(fei)物監管體系(xi)。危險廢(fei)物利用處置能力充(chong)分保(bao)障(zhang),技(ji)術和運營水平進一步提升(sheng)。

二、完善危險廢物(wu)監(jian)管體制(zhi)機制(zhi)

(四)依法(fa)依規(gui)履行危(wei)(wei)險(xian)廢(fei)物(wu)監管(guan)(guan)職責(ze)。各級(ji)政(zheng)府(fu)對(dui)本地危(wei)(wei)險(xian)廢(fei)物(wu)治(zhi)理(li)負(fu)總責(ze),將危(wei)(wei)險(xian)廢(fei)物(wu)污染(ran)環(huan)境(jing)防治(zhi)工(gong)作(zuo)納入本地國民經濟(ji)和(he)社會發(fa)(fa)展(zhan)規(gui)劃(hua)、生(sheng)(sheng)態環(huan)境(jing)保護(hu)規(gui)劃(hua),統籌推進(jin),協同發(fa)(fa)展(zhan)。各級(ji)發(fa)(fa)展(zhan)改革、工(gong)業和(he)信(xin)(xin)息化(hua)、生(sheng)(sheng)態環(huan)境(jing)、自然(ran)資源、住(zhu)房(fang)(fang)城鄉建設(she)、交通(tong)運(yun)輸、應(ying)急管(guan)(guan)理(li)、農(nong)業農(nong)村、衛(wei)生(sheng)(sheng)健康、公(gong)安(an)(an)(an)、海關等有關部(bu)(bu)門要認真(zhen)執行國家危(wei)(wei)險(xian)廢(fei)物(wu)治(zhi)理(li)方針政(zheng)策,嚴格落(luo)實在危(wei)(wei)險(xian)廢(fei)物(wu)利用處置、污染(ran)環(huan)境(jing)防治(zhi)、安(an)(an)(an)全生(sheng)(sheng)產、運(yun)輸安(an)(an)(an)全以及(ji)衛(wei)生(sheng)(sheng)防疫等方面的監管(guan)(guan)職責(ze),進(jin)一步細化(hua)、實化(hua)相應(ying)監管(guan)(guan)環(huan)節(jie)工(gong)作(zuo)舉措,做到(dao)守(shou)土有責(ze)、守(shou)土盡責(ze)。(省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)生(sheng)(sheng)態環(huan)境(jing)廳、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)發(fa)(fa)展(zhan)改革委、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)工(gong)業和(he)信(xin)(xin)息化(hua)廳、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)自然(ran)資源廳、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)住(zhu)房(fang)(fang)城鄉建設(she)廳、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)交通(tong)運(yun)輸廳、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)應(ying)急管(guan)(guan)理(li)廳、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)農(nong)業農(nong)村廳、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)衛(wei)生(sheng)(sheng)健康委、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)公(gong)安(an)(an)(an)廳、石家莊海關等部(bu)(bu)門及(ji)各級(ji)政(zheng)府(fu)負(fu)責(ze)落(luo)實。以下均需各市(含定(ding)州、辛集市)人民政(zheng)府(fu)和(he)雄(xiong)安(an)(an)(an)新區(qu)管(guan)(guan)委會負(fu)責(ze)落(luo)實,不再列出)

(五)加強部門(men)(men)(men)(men)間(jian)協調(diao)配合(he)。進(jin)一步拓寬部門(men)(men)(men)(men)間(jian)多層級溝通(tong)協作渠道,形成(cheng)分工(gong)(gong)(gong)協作、齊抓共管(guan)(guan)(guan)工(gong)(gong)(gong)作合(he)力,逐步建(jian)立(li)覆蓋危險廢(fei)物(wu)產(chan)生、收集、貯(zhu)存(cun)、運(yun)輸(shu)、利(li)用(yong)、處(chu)(chu)置等(deng)全(quan)(quan)過(guo)程、全(quan)(quan)鏈條式監(jian)管(guan)(guan)(guan)體系。完善聯席會議制度(du),按(an)照(zhao)“誰議事(shi)、誰召集”原(yuan)則(ze),及(ji)(ji)時(shi)(shi)通(tong)報(bao)、研究危險廢(fei)物(wu)污染環(huan)境(jing)防治工(gong)(gong)(gong)作中(zhong)重(zhong)大問(wen)(wen)題、重(zhong)大事(shi)項,協商、解決監(jian)管(guan)(guan)(guan)工(gong)(gong)(gong)作中(zhong)重(zhong)點(dian)、難點(dian)問(wen)(wen)題。落實首辦(ban)移(yi)(yi)交(jiao),各職(zhi)(zhi)責(ze)部門(men)(men)(men)(men)在日常監(jian)管(guan)(guan)(guan)中(zhong)發現的問(wen)(wen)題,屬職(zhi)(zhi)責(ze)范(fan)圍(wei)內(nei)監(jian)管(guan)(guan)(guan)事(shi)項要第(di)一時(shi)(shi)間(jian)處(chu)(chu)理(li)(li),涉(she)及(ji)(ji)其(qi)他部門(men)(men)(men)(men)監(jian)管(guan)(guan)(guan)事(shi)項第(di)一時(shi)(shi)間(jian)通(tong)報(bao);對可(ke)能造成(cheng)證據滅失、被隱匿或者非(fei)法(fa)轉移(yi)(yi)以及(ji)(ji)造成(cheng)或者可(ke)能造成(cheng)嚴重(zhong)污染環(huan)境(jing)的違法(fa)行(xing)為,第(di)一時(shi)(shi)間(jian)通(tong)告(gao)相(xiang)關(guan)(guan)部門(men)(men)(men)(men),依法(fa)予以處(chu)(chu)理(li)(li)。促(cu)進(jin)信息共享,各職(zhi)(zhi)能部門(men)(men)(men)(men)要主動將職(zhi)(zhi)責(ze)范(fan)圍(wei)內(nei)的涉(she)危險廢(fei)物(wu)審批監(jian)管(guan)(guan)(guan)、工(gong)(gong)(gong)作部署以及(ji)(ji)不涉(she)密需要公(gong)(gong)開的涉(she)危險廢(fei)物(wu)問(wen)(wen)題、案件(jian)查辦(ban)情況(kuang)等(deng)信息及(ji)(ji)時(shi)(shi)通(tong)報(bao)其(qi)他相(xiang)關(guan)(guan)單位;行(xing)政審批機關(guan)(guan)要將審批、許可(ke)事(shi)項結(jie)果(guo)通(tong)知具(ju)有(you)法(fa)定監(jian)管(guan)(guan)(guan)職(zhi)(zhi)責(ze)部門(men)(men)(men)(men)。(省(sheng)(sheng)(sheng)生態環(huan)境(jing)廳(ting)(ting)、省(sheng)(sheng)(sheng)發展改革委、省(sheng)(sheng)(sheng)工(gong)(gong)(gong)業(ye)和信息化(hua)廳(ting)(ting)、省(sheng)(sheng)(sheng)自然資源(yuan)廳(ting)(ting)、省(sheng)(sheng)(sheng)住房城鄉(xiang)建(jian)設廳(ting)(ting)、省(sheng)(sheng)(sheng)交(jiao)通(tong)運(yun)輸(shu)廳(ting)(ting)、省(sheng)(sheng)(sheng)商務(wu)(wu)廳(ting)(ting)、省(sheng)(sheng)(sheng)衛生健康委、省(sheng)(sheng)(sheng)農業(ye)農村廳(ting)(ting)、石家莊海(hai)關(guan)(guan)、省(sheng)(sheng)(sheng)應急管(guan)(guan)(guan)理(li)(li)廳(ting)(ting)、省(sheng)(sheng)(sheng)公(gong)(gong)安廳(ting)(ting)、省(sheng)(sheng)(sheng)郵政管(guan)(guan)(guan)理(li)(li)局、省(sheng)(sheng)(sheng)市場(chang)監(jian)管(guan)(guan)(guan)局、省(sheng)(sheng)(sheng)科技廳(ting)(ting)、省(sheng)(sheng)(sheng)政務(wu)(wu)服(fu)務(wu)(wu)管(guan)(guan)(guan)理(li)(li)辦(ban)公(gong)(gong)室、省(sheng)(sheng)(sheng)法(fa)院、省(sheng)(sheng)(sheng)檢(jian)察院等(deng)按(an)職(zhi)(zhi)責(ze)分工(gong)(gong)(gong)負責(ze))

(六(liu))全面建立“一(yi)長三員(yuan)”網(wang)格化監(jian)管(guan)(guan)(guan)機制。壓實屬地(di)監(jian)管(guan)(guan)(guan)責任,以縣(市(shi)、區(qu))為單位,將行政區(qu)域內所有涉危險廢(fei)物(wu)企(qi)業(ye)全部登記造冊并動(dong)態更新。嚴格落(luo)實“網(wang)格化”監(jian)管(guan)(guan)(guan),每家企(qi)業(ye)安排1名鄉(鎮)政府或街道辦(ban)事處負責同志為網(wang)格長、1名網(wang)格監(jian)督(du)員(yuan)、1名縣級生態環(huan)境部門監(jian)督(du)執法人員(yuan)和(he)1名企(qi)業(ye)內部監(jian)督(du)管(guan)(guan)(guan)理員(yuan),建立“四(si)位一(yi)體”監(jian)管(guan)(guan)(guan)機制,強化網(wang)格內企(qi)業(ye)危險廢(fei)物(wu)監(jian)督(du)管(guan)(guan)(guan)理,嚴防非法轉移處置危險廢(fei)物(wu)。(省生態環(huan)境廳(ting)負責)

(七)嚴(yan)格開展危(wei)(wei)險廢物(wu)規范化(hua)管(guan)(guan)(guan)理(li)(li)。加大涉(she)危(wei)(wei)險廢物(wu)企業(ye)規范化(hua)管(guan)(guan)(guan)理(li)(li)監督檢查(cha)力度,各地生態(tai)環境(jing)部(bu)門按照規范化(hua)管(guan)(guan)(guan)理(li)(li)要(yao)求,每季度分批對行(xing)政區域內涉(she)危(wei)(wei)險廢物(wu)企業(ye)進行(xing)規范化(hua)監督檢查(cha),督導企業(ye)嚴(yan)格落實危(wei)(wei)險廢物(wu)管(guan)(guan)(guan)理(li)(li)計(ji)劃、應急預案、經營許可(ke)證、識別標(biao)志(zhi)設(she)置等規范化(hua)管(guan)(guan)(guan)理(li)(li)制(zhi)度和貯存(cun)、利用、處(chu)置等標(biao)準規范,不(bu)斷提升企業(ye)規范化(hua)管(guan)(guan)(guan)理(li)(li)水平。省生態(tai)環境(jing)廳每年就(jiu)各地規范化(hua)管(guan)(guan)(guan)理(li)(li)工(gong)作進行(xing)抽查(cha)。(省生態(tai)環境(jing)廳負(fu)責)

(八)建立危(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)環(huan)(huan)境(jing)風(feng)險(xian)(xian)(xian)(xian)區(qu)域(yu)(yu)聯防聯控機(ji)制(zhi)。完善與(yu)北(bei)京、天(tian)津、山西、內蒙古等省(sheng)(sheng)(區(qu)、市(shi))聯防聯控合作(zuo)機(ji)制(zhi),加強危(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)管(guan)理(li)信息共享與(yu)協調合作(zuo),以廢(fei)鉛蓄電池、廢(fei)礦物(wu)(wu)油、廢(fei)酸、廢(fei)堿(jian)為(wei)重(zhong)點(dian),依法(fa)(fa)嚴厲打擊危(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)跨(kua)省(sheng)(sheng)非法(fa)(fa)收集、轉(zhuan)移、運輸、傾倒、利(li)用和處(chu)(chu)置(zhi)等違法(fa)(fa)行(xing)(xing)為(wei),對(dui)跨(kua)省(sheng)(sheng)涉(she)危(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)重(zhong)大案件,開(kai)(kai)(kai)展(zhan)聯合調查會商和掛(gua)牌督(du)辦;對(dui)跨(kua)省(sheng)(sheng)涉(she)危(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)突發環(huan)(huan)境(jing)事件,開(kai)(kai)(kai)展(zhan)協同調查處(chu)(chu)理(li)。2022年底(di)前(qian),建立完善區(qu)域(yu)(yu)合作(zuo)機(ji)制(zhi)。推(tui)動省(sheng)(sheng)內跨(kua)區(qu)域(yu)(yu)、多層級聯動執(zhi)法(fa)(fa),統籌省(sheng)(sheng)市(shi)縣三級執(zhi)法(fa)(fa)力(li)量(liang),針對(dui)行(xing)(xing)政區(qu)域(yu)(yu)交界處(chu)(chu)、重(zhong)點(dian)流域(yu)(yu)上游、鄉(xiang)村(cun)及偏遠(yuan)地區(qu)開(kai)(kai)(kai)展(zhan)聯合執(zhi)法(fa)(fa),重(zhong)點(dian)打擊跨(kua)區(qu)域(yu)(yu)涉(she)危(wei)險(xian)(xian)(xian)(xian)廢(fei)物(wu)(wu)環(huan)(huan)境(jing)污染問題和環(huan)(huan)境(jing)違法(fa)(fa)案件。(省(sheng)(sheng)生態(tai)環(huan)(huan)境(jing)廳牽頭(tou),省(sheng)(sheng)公(gong)安廳、省(sheng)(sheng)交通運輸廳等參與(yu))

(九(jiu))落實企(qi)(qi)(qi)業(ye)(ye)主(zhu)體(ti)責(ze)任(ren)(ren)。危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)(wu)產(chan)(chan)生(sheng)(sheng)、收集、貯存、運輸、利(li)用、處置(zhi)企(qi)(qi)(qi)業(ye)(ye)(以下統稱危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)(wu)相關(guan)企(qi)(qi)(qi)業(ye)(ye))的(de)主(zhu)要負(fu)責(ze)人(ren)(法定(ding)代表人(ren)、實際控制(zhi)人(ren))是危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)(wu)污(wu)染(ran)(ran)環(huan)(huan)(huan)境(jing)(jing)(jing)防(fang)治(zhi)(zhi)和(he)(he)安全(quan)生(sheng)(sheng)產(chan)(chan)第一(yi)責(ze)任(ren)(ren)人(ren),建立企(qi)(qi)(qi)業(ye)(ye)主(zhu)體(ti)責(ze)任(ren)(ren)承諾(nuo)制(zhi),壓(ya)實企(qi)(qi)(qi)業(ye)(ye)污(wu)染(ran)(ran)環(huan)(huan)(huan)境(jing)(jing)(jing)防(fang)治(zhi)(zhi)和(he)(he)安全(quan)生(sheng)(sheng)產(chan)(chan)主(zhu)體(ti)責(ze)任(ren)(ren),嚴格落實危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)(wu)污(wu)染(ran)(ran)環(huan)(huan)(huan)境(jing)(jing)(jing)防(fang)治(zhi)(zhi)和(he)(he)安全(quan)生(sheng)(sheng)產(chan)(chan)法律法規(gui)制(zhi)度,依(yi)法依(yi)規(gui)投保(bao)環(huan)(huan)(huan)境(jing)(jing)(jing)污(wu)染(ran)(ran)責(ze)任(ren)(ren)保(bao)險。(省(sheng)生(sheng)(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)廳(ting)、省(sheng)公(gong)(gong)安廳(ting)、省(sheng)交通運輸廳(ting)、省(sheng)應急管(guan)理廳(ting)、河北銀保(bao)監局等按(an)職(zhi)責(ze)分工負(fu)責(ze))企(qi)(qi)(qi)業(ye)(ye)要按(an)照國家(jia)有關(guan)規(gui)定(ding)建立危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)(wu)管(guan)理臺(tai)(tai)賬,及(ji)時通過省(sheng)固體(ti)廢(fei)(fei)物(wu)(wu)(wu)(wu)信(xin)息(xi)(xi)平臺(tai)(tai)申(shen)報危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)(wu)相關(guan)資料(liao),依(yi)法公(gong)(gong)開危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)(wu)污(wu)染(ran)(ran)環(huan)(huan)(huan)境(jing)(jing)(jing)防(fang)治(zhi)(zhi)信(xin)息(xi)(xi)。利(li)用、處置(zhi)危(wei)(wei)(wei)險廢(fei)(fei)物(wu)(wu)(wu)(wu)的(de)單(dan)位,要依(yi)法向公(gong)(gong)眾開放設施、場所(suo),提高公(gong)(gong)眾環(huan)(huan)(huan)境(jing)(jing)(jing)保(bao)護意識和(he)(he)參與(yu)程度。(省(sheng)生(sheng)(sheng)態環(huan)(huan)(huan)境(jing)(jing)(jing)廳(ting)負(fu)責(ze))

三、強(qiang)化危險廢物(wu)源頭管(guan)控(kong)

(十(shi)一)嚴格執行危險(xian)(xian)(xian)廢物(wu)(wu)(wu)名錄管(guan)理制度。按照《國家(jia)危險(xian)(xian)(xian)廢物(wu)(wu)(wu)名錄》,組織各地做好(hao)危險(xian)(xian)(xian)廢物(wu)(wu)(wu)相關(guan)企業危險(xian)(xian)(xian)廢物(wu)(wu)(wu)類別代碼(ma)新舊更(geng)替銜接工(gong)作,認(ren)真落實危險(xian)(xian)(xian)廢物(wu)(wu)(wu)排(pai)除管(guan)理清單,對環(huan)境風險(xian)(xian)(xian)小(xiao)的危險(xian)(xian)(xian)廢物(wu)(wu)(wu)類別實行特定環(huan)節豁(huo)免管(guan)理。(省(sheng)生態環(huan)境廳(ting)(ting)牽頭,省(sheng)發展改革委、省(sheng)公安廳(ting)(ting)、省(sheng)交通運輸廳(ting)(ting)等(deng)參(can)與)

(十二)加強(qiang)(qiang)危(wei)(wei)險(xian)廢(fei)物(wu)鑒別(bie)(bie)管(guan)(guan)理。按(an)照危(wei)(wei)險(xian)廢(fei)物(wu)鑒別(bie)(bie)管(guan)(guan)理相(xiang)(xiang)(xiang)關規定,嚴(yan)格落實對危(wei)(wei)險(xian)廢(fei)物(wu)鑒別(bie)(bie)程序和(he)鑒別(bie)(bie)單(dan)位管(guan)(guan)理要求。強(qiang)(qiang)化(hua)危(wei)(wei)險(xian)廢(fei)物(wu)相(xiang)(xiang)(xiang)關企(qi)業(ye)鑒別(bie)(bie)主體意識,對可(ke)能具(ju)有或不確定是(shi)否具(ju)有危(wei)(wei)險(xian)特性的固體廢(fei)物(wu),主動(dong)進(jin)行鑒別(bie)(bie)。危(wei)(wei)險(xian)廢(fei)物(wu)鑒別(bie)(bie)單(dan)位按(an)規范程序開(kai)展鑒別(bie)(bie),及時公開(kai)鑒別(bie)(bie)報告等資料,并對報告內容、結論承擔(dan)相(xiang)(xiang)(xiang)應責任,嚴(yan)防鑒別(bie)(bie)造(zao)假(jia)。(省(sheng)生態環境廳牽頭,省(sheng)發展改革委、省(sheng)交通運(yun)輸廳等參與)

(十三(san))嚴把環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)準入(ru)關。新改擴建(jian)(jian)項(xiang)目要(yao)依(yi)法(fa)開(kai)展環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)影響評價(jia),對環(huan)(huan)(huan)(huan)評文件危(wei)(wei)險(xian)(xian)廢物(wu)種類、數(shu)量、屬性(xing)、貯存設(she)施(shi)及需要(yao)配(pei)套建(jian)(jian)設(she)的(de)污(wu)(wu)染防(fang)治措施(shi)闡述不(bu)清(qing)的(de)、無(wu)危(wei)(wei)險(xian)(xian)廢物(wu)合理利用處(chu)置方案、無(wu)環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)風險(xian)(xian)防(fang)范措施(shi)的(de),不(bu)予批準。依(yi)法(fa)依(yi)規(gui)對已批復的(de)重點行業涉危(wei)(wei)險(xian)(xian)廢物(wu)建(jian)(jian)設(she)項(xiang)目環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)影響評價(jia)文件開(kai)展復核,嚴格(ge)危(wei)(wei)險(xian)(xian)廢物(wu)污(wu)(wu)染環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)防(fang)治設(she)施(shi)“三(san)同時”管理,強化事中事后監管。依(yi)法(fa)落實工(gong)業危(wei)(wei)險(xian)(xian)廢物(wu)排污(wu)(wu)許可(ke)制度,從嚴打擊無(wu)證排污(wu)(wu)、不(bu)按(an)證排污(wu)(wu)等(deng)行為。(省生態環(huan)(huan)(huan)(huan)境(jing)(jing)(jing)廳負責)
