根據《浙江(jiang)省人民(min)政府(fu)辦公廳關于開展全(quan)省重(zhong)點行業(ye)(ye)污(wu)(wu)染(ran)(ran)整(zheng)治(zhi)(zhi)提升工(gong)(gong)作的通(tong)知》(浙政辦發〔2023〕48號)、省生(sheng)(sheng)態環(huan)(huan)境廳等(deng)五(wu)部門《關于印(yin)發<浙江(jiang)省重(zhong)點行業(ye)(ye)污(wu)(wu)染(ran)(ran)整(zheng)治(zhi)(zhi)提升“揭榜掛帥(shuai)、全(quan)程亮曬(shai)、績效(xiao)比拼(pin)”工(gong)(gong)作方(fang)案>的通(tong)知》(浙環(huan)(huan)發〔2023〕39號)文件要求,市生(sheng)(sheng)態環(huan)(huan)境局(ju)(ju)會同(tong)市商務局(ju)(ju)制定(ding)了《杭州(zhou)市再生(sheng)(sheng)資源(yuan)回收(shou)行業(ye)(ye)污(wu)(wu)染(ran)(ran)整(zheng)治(zhi)(zhi)提升實(shi)施方(fang)案》,現印(yin)發給(gei)你們,請結合工(gong)(gong)作實(shi)際認真貫徹落實(shi)。

杭州市再生資源(yuan)回收(shou)行業污染整治提(ti)升(sheng)實施方(fang)案(an)
根據《浙(zhe)(zhe)江(jiang)省(sheng)人民(min)政府辦公廳關于(yu)(yu)開展全(quan)省(sheng)重點(dian)(dian)行(xing)(xing)業污(wu)染(ran)整(zheng)治(zhi)提升工(gong)作(zuo)(zuo)的(de)通知》(浙(zhe)(zhe)政辦發(fa)〔2023〕48號(hao))、浙(zhe)(zhe)江(jiang)省(sheng)生(sheng)態環(huan)境(jing)廳等五部門(men)《關于(yu)(yu)印(yin)發(fa)〈浙(zhe)(zhe)江(jiang)省(sheng)重點(dian)(dian)行(xing)(xing)業污(wu)染(ran)整(zheng)治(zhi)提升“揭榜掛帥、全(quan)程(cheng)亮曬、績效比拼”工(gong)作(zuo)(zuo)方(fang)案〉的(de)通知》(浙(zhe)(zhe)環(huan)發(fa)〔2023〕39號(hao))要求,為(wei)系統治(zhi)理全(quan)市再生(sheng)資源回收(shou)行(xing)(xing)業環(huan)境(jing)污(wu)染(ran)問題,推動再生(sheng)資源回收(shou)行(xing)(xing)業高質量發(fa)展,制定本方(fang)案。
一、指導思想
以(yi)習近平生(sheng)(sheng)(sheng)態(tai)文明思想(xiang)為(wei)指導,全面(mian)貫徹(che)黨的(de)二十大、二十屆二中全會精神以(yi)及全國生(sheng)(sheng)(sheng)態(tai)環境(jing)保護大會精神,圍(wei)繞(rao)美麗(li)杭(hang)(hang)州建設總體部署,充分發揮杭(hang)(hang)州創(chuang)(chuang)新、生(sheng)(sheng)(sheng)態(tai)、數(shu)字經(jing)濟等優勢(shi),以(yi)全域“無廢城市(shi)”創(chuang)(chuang)建為(wei)抓手,提(ti)標升(sheng)級再(zai)生(sheng)(sheng)(sheng)資源回收體系,健全回收企(qi)業長效管(guan)理(li)機制,提(ti)升(sheng)再(zai)生(sheng)(sheng)(sheng)資源回收規范(fan)化(hua)、專(zhuan)業化(hua)能力,全面(mian)提(ti)升(sheng)全行(xing)業污染防治和環境(jing)管(guan)理(li)水平。
二、整治目標(biao)
到2024年(nian)底,全(quan)(quan)市基(ji)本形(xing)成(cheng)較(jiao)為(wei)完善的再生(sheng)(sheng)(sheng)資源回收體系,資源循環利用(yong)(yong)水平(ping)進一步提升。基(ji)本建(jian)成(cheng)再生(sheng)(sheng)(sheng)資源回收網(wang)絡體系,生(sheng)(sheng)(sheng)活(huo)垃(la)圾分(fen)類實現市區(qu)全(quan)(quan)覆蓋,標準化(hua)分(fen)揀中心(xin)實現各區(qu)、縣(市)全(quan)(quan)覆蓋,城鄉生(sheng)(sheng)(sheng)活(huo)垃(la)圾回收利用(yong)(yong)率達(da)到65%。建(jian)成(cheng)綠色分(fen)揀中心(xin)5家(jia)以上(shang),分(fen)揀利用(yong)(yong)專業化(hua)、精細化(hua)、規范化(hua)水平(ping)明顯提升。全(quan)(quan)鏈(lian)條、可(ke)追溯“互(hu)聯網(wang)+”回收利用(yong)(yong)模式(shi)廣(guang)泛(fan)運用(yong)(yong)。再生(sheng)(sheng)(sheng)資源回收企業污染防治(zhi)和環境管理(li)水平(ping)進一步提升,行業長效監管機制更加健全(quan)(quan)完善。
三(san)、主(zhu)要任務
(一)加(jia)快完(wan)善(shan)再生資源(yuan)回收體系建設(she)。
認真貫徹落(luo)實(shi)《杭州市(shi)(shi)(shi)(shi)廢舊(jiu)物資(zi)利(li)用體系(xi)建(jian)設(she)(she)實(shi)施(shi)(shi)方(fang)案(2022-2025年)》(杭政函〔2022〕56號),加快推(tui)進轄(xia)區(qu)再(zai)(zai)生(sheng)資(zi)源(yuan)(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)體系(xi)建(jian)設(she)(she)提標升級。完善(shan)再(zai)(zai)生(sheng)資(zi)源(yuan)(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)網點(dian)(dian),鞏(gong)固現有再(zai)(zai)生(sheng)資(zi)源(yuan)(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)利(li)用網絡,進一步(bu)對現有標準回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)網點(dian)(dian)改造(zao)升級。以(yi)(yi)區(qu)、縣(xian)(xian)(市(shi)(shi)(shi)(shi))為單位,保障分揀中心規(gui)劃(hua)用地(di),選址建(jian)設(she)(she)符合環保要求。在垃圾分類前端,引導和支(zhi)持(chi)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)企(qi)(qi)(qi)業(ye)與環衛企(qi)(qi)(qi)業(ye)合作開展“兩網融合”經營,推(tui)廣先進回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)模式(shi);新建(jian)居民小區(qu)要將生(sheng)活垃圾收(shou)(shou)(shou)(shou)集與再(zai)(zai)生(sheng)資(zi)源(yuan)(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)設(she)(she)施(shi)(shi)同(tong)步(bu)設(she)(she)計、同(tong)步(bu)建(jian)設(she)(she),場(chang)地(di)需求與小區(qu)規(gui)模相匹配(pei);支(zhi)持(chi)較大(da)(da)小區(qu)在設(she)(she)立固定(ding)場(chang)地(di)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)站點(dian)(dian)的(de)同(tong)時,配(pei)套設(she)(she)立智能回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)設(she)(she)施(shi)(shi),方(fang)便居民交、投(tou)、售;鼓勵(li)引導回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)龍頭骨干企(qi)(qi)(qi)業(ye)到較大(da)(da)行政村(cun)設(she)(she)立回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)站點(dian)(dian)。各區(qu)、縣(xian)(xian)(市(shi)(shi)(shi)(shi))形成以(yi)(yi)覆蓋城鄉回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)網點(dian)(dian)為基礎,分揀中心為支(zhi)撐,骨干企(qi)(qi)(qi)業(ye)為龍頭的(de)布局(ju)(ju)合理、技(ji)術先進、管理規(gui)范(fan)的(de)再(zai)(zai)生(sheng)資(zi)源(yuan)(yuan)(yuan)回(hui)(hui)(hui)(hui)(hui)(hui)收(shou)(shou)(shou)(shou)利(li)用網絡體系(xi)。[市(shi)(shi)(shi)(shi)商務(wu)局(ju)(ju)、市(shi)(shi)(shi)(shi)發(fa)改委、市(shi)(shi)(shi)(shi)農(nong)業(ye)農(nong)村(cun)局(ju)(ju)、市(shi)(shi)(shi)(shi)綜合行政執法局(ju)(ju)、市(shi)(shi)(shi)(shi)規(gui)劃(hua)和自然資(zi)源(yuan)(yuan)(yuan)局(ju)(ju)、市(shi)(shi)(shi)(shi)生(sheng)態環境局(ju)(ju)按職(zhi)責分工負責,各區(qu)、縣(xian)(xian)(市(shi)(shi)(shi)(shi))政府負責落(luo)實(shi)(下同(tong),不再(zai)(zai)列(lie)出)]
(二)提升分揀利用專業化規范(fan)化水平(ping)。
提(ti)標再(zai)生(sheng)(sheng)資(zi)源(yuan)分(fen)揀(jian)中(zhong)(zhong)心(xin)(xin)(xin)建(jian)設(she)(she)(she)。各區(qu)、縣(市(shi)(shi))要按(an)照商(shang)務(wu)部《再(zai)生(sheng)(sheng)資(zi)源(yuan)綠色(se)分(fen)揀(jian)中(zhong)(zhong)心(xin)(xin)(xin)建(jian)設(she)(she)(she)管理規(gui)范》要求,持續推(tui)進綠色(se)分(fen)揀(jian)中(zhong)(zhong)心(xin)(xin)(xin)建(jian)設(she)(she)(she),逐(zhu)步實現生(sheng)(sheng)活垃圾、工(gong)業(ye)固廢中(zhong)(zhong)可回(hui)收的再(zai)生(sheng)(sheng)資(zi)源(yuan)量與分(fen)揀(jian)場地相匹配(pei),逐(zhu)步達(da)到有固定廠房和分(fen)揀(jian)設(she)(she)(she)施(shi)設(she)(she)(she)備,地面(mian)硬化、環境美化、綠色(se)環保(bao)、管理規(gui)范的要求。支持各區(qu)、縣(市(shi)(shi))根據(ju)再(zai)生(sheng)(sheng)資(zi)源(yuan)品(pin)類,打造區(qu)域(yu)性再(zai)生(sheng)(sheng)資(zi)源(yuan)回(hui)收綜合(he)體,并因地制宜(yi)建(jian)設(she)(she)(she)廢舊(jiu)電(dian)子產(chan)品(pin)、廢舊(jiu)紡織品(pin)、廢棄大件(jian)家(jia)具等(deng)專(zhuan)業(ye)型分(fen)揀(jian)中(zhong)(zhong)心(xin)(xin)(xin)。利用衛(wei)星(xing)遙感(gan)等(deng)先進手段,結(jie)合(he)露天分(fen)揀(jian)情況網格式摸排,開(kai)展露天分(fen)揀(jian)中(zhong)(zhong)心(xin)(xin)(xin)集(ji)中(zhong)(zhong)整治(zhi),按(an)照環保(bao)、用地等(deng)要求,就地改造或搬(ban)遷。(市(shi)(shi)商(shang)務(wu)局(ju)、市(shi)(shi)發改委、市(shi)(shi)綜合(he)行政執(zhi)法局(ju)、市(shi)(shi)規(gui)劃和自然資(zi)源(yuan)局(ju)、市(shi)(shi)公(gong)安局(ju)、市(shi)(shi)生(sheng)(sheng)態環境局(ju)按(an)職(zhi)責(ze)分(fen)工(gong)負責(ze))
促進先進技(ji)術裝備研發(fa)應用(yong)(yong)。落實首(shou)臺(套)產品應用(yong)(yong)激勵(li)政策,加(jia)快推(tui)動現有再(zai)生資源分揀(jian)中心、加(jia)工企業(ye)(ye)提(ti)質改(gai)(gai)造,全(quan)面提(ti)升自動化、信(xin)息化和智慧化水平(ping)。加(jia)強技(ji)術裝備研發(fa),鼓勵(li)在精細分揀(jian)、有價(jia)金(jin)屬清潔提(ti)取、再(zai)制造等領(ling)域突破(po)一批共(gong)性關鍵技(ji)術和大(da)(da)型成套裝備。鼓勵(li)企業(ye)(ye)、高校等聯合搭建覆蓋廢(fei)舊物資循環利用(yong)(yong)全(quan)過程的創新(xin)(xin)體系,加(jia)大(da)(da)資源化利用(yong)(yong)、再(zai)制造產業(ye)(ye)等領(ling)域新(xin)(xin)技(ji)術、新(xin)(xin)裝備、新(xin)(xin)模式應用(yong)(yong)推(tui)廣力(li)度。(市經信(xin)局(ju)(ju)、市科技(ji)局(ju)(ju)、市商務局(ju)(ju)、市發(fa)改(gai)(gai)委按職責分工負責)
培育(yu)壯大再(zai)生(sheng)資源市場主(zhu)體。以連鎖經(jing)營(ying)、授權經(jing)營(ying)等方式,培育(yu)一(yi)批(pi)規(gui)模化(hua)(hua)、集約(yue)化(hua)(hua)、智能化(hua)(hua)、品牌化(hua)(hua)的(de)線上和(he)線下(xia)融合(he)的(de)再(zai)生(sheng)資源回收(shou)企(qi)(qi)業。培育(yu)一(yi)批(pi)資源循環利用(yong)技術裝備和(he)產品制造企(qi)(qi)業,建立覆蓋資源綜合(he)利用(yong)處理全產業鏈的(de)市場主(zhu)體。推(tui)動傳統廢(fei)品回收(shou)站(zhan)整(zheng)治提標(biao),對于符合(he)標(biao)準的(de),引(yin)導其成立合(he)資公司(si),入駐分(fen)揀中心。鼓勵推(tui)進整(zheng)編閑散回收(shou)人員(yuan),引(yin)導其入駐再(zai)生(sheng)資源回收(shou)網(wang)點(dian),提供標(biao)準化(hua)(hua)回收(shou)服(fu)務。(市商務局、市經(jing)信局、市綜合(he)行政執法局、市發改委、市生(sheng)態(tai)環境局按職責(ze)分(fen)工負責(ze))
(三)深化(hua)再(zai)生資源(yuan)回(hui)收企業(ye)污染(ran)防治。
提高廢(fei)(fei)氣(qi)污(wu)染防治水平。物料(liao)堆場(chang)、分(fen)揀加工(gong)(gong)車間內配套建設廢(fei)(fei)氣(qi)收集處理(li)設施(shi),加強廠區(qu)及易產(chan)生粉塵(chen)環節防塵(chen)、降塵(chen)、集塵(chen);木材、廢(fei)(fei)塑料(liao)等(deng)破碎和分(fen)選設備需全(quan)部密閉,并抽氣(qi)至高效(xiao)除(chu)塵(chen)設施(shi)處理(li)后有(you)組(zu)織(zhi)排放;確保粉塵(chen)、惡(e)臭等(deng)污(wu)染物達標排放。(市生態環境(jing)局(ju)、市商務局(ju)按職(zhi)責分(fen)工(gong)(gong)負責)
配套建設(she)廢(fei)水(shui)(shui)收(shou)(shou)集處(chu)理(li)設(she)施(shi)(shi)(shi)。完善廠(chang)區內(nei)雨(yu)污分(fen)(fen)(fen)流(liu)、清污分(fen)(fen)(fen)流(liu)設(she)施(shi)(shi)(shi),加強(qiang)日常管理(li),杜絕(jue)“跑、冒、滴、漏(lou)”。做好廠(chang)區地(di)面硬化及防(fang)滲防(fang)腐措施(shi)(shi)(shi),廠(chang)房內(nei)設(she)置(zhi)堆(dui)場抑塵噴淋廢(fei)水(shui)(shui)、清洗廢(fei)水(shui)(shui)截流(liu)設(she)施(shi)(shi)(shi)。企業(ye)收(shou)(shou)集的(de)洗車廢(fei)水(shui)(shui)、堆(dui)場抑塵噴淋廢(fei)水(shui)(shui)、清洗廢(fei)水(shui)(shui)及露天(tian)分(fen)(fen)(fen)揀(jian)初(chu)期雨(yu)水(shui)(shui)等(deng)廢(fei)水(shui)(shui)應配套沉淀池儲水(shui)(shui)并循環(huan)利用(yong),或通過收(shou)(shou)集管道(井)等(deng)收(shou)(shou)集并預處(chu)理(li)達標后(hou)排(pai)放。對(dui)排(pai)入城鎮污水(shui)(shui)設(she)施(shi)(shi)(shi)的(de),要達標并持證(zheng)排(pai)放。(市生態環(huan)境局、市商(shang)務局、市綜合行政(zheng)執法局按職(zhi)責(ze)分(fen)(fen)(fen)工負責(ze))
強化(hua)固(gu)體廢(fei)(fei)物(wu)(wu)(wu)規范管理(li)。再(zai)生(sheng)資源回(hui)收(shou)企業不得違規回(hui)收(shou)轉運危(wei)險廢(fei)(fei)物(wu)(wu)(wu),混入(ru)再(zai)生(sheng)資源的(de)危(wei)險廢(fei)(fei)物(wu)(wu)(wu)嚴格按(an)照GB18597—2023和(he)HJ1276-2022規定儲存、處置,完善危(wei)險廢(fei)(fei)物(wu)(wu)(wu)管理(li)臺賬,嚴格執行(xing)危(wei)險廢(fei)(fei)物(wu)(wu)(wu)申報登記、轉移(yi)聯(lian)單等管理(li)制度(du)。一(yi)般(ban)工(gong)業固(gu)體廢(fei)(fei)物(wu)(wu)(wu)回(hui)收(shou)企業應通過省固(gu)體廢(fei)(fei)物(wu)(wu)(wu)治理(li)系統運行(xing)電子轉移(yi)聯(lian)單。嚴禁露天堆(dui)放(fang)焚(fen)燒等行(xing)為,防范對(dui)大氣、土壤、地表(biao)水(shui)和(he)地下水(shui)造成污染。(市(shi)(shi)生(sheng)態環境局(ju)(ju)、市(shi)(shi)商務局(ju)(ju)、市(shi)(shi)綜合行(xing)政執法局(ju)(ju)按(an)職責(ze)分工(gong)負責(ze))
健全環(huan)境(jing)管(guan)理制度。督促再(zai)生(sheng)資源回收(shou)企業(ye)落實企業(ye)污染防(fang)治(zhi)主(zhu)體責任,建立健全內部環(huan)保(bao)(bao)管(guan)理制度,明(ming)確專(zhuan)人負責,確保(bao)(bao)回收(shou)、分揀、利用全過程的環(huan)境(jing)保(bao)(bao)護工作落實到位。定期(qi)開展環(huan)境(jing)保(bao)(bao)護巡檢和環(huan)境(jing)監測,并做好(hao)臺賬。全面提升企業(ye)節能降耗、環(huan)境(jing)管(guan)理、風險防(fang)范水平。(市生(sheng)態環(huan)境(jing)局(ju)、市商務局(ju)、市經(jing)信(xin)局(ju)、市綜合行(xing)政(zheng)執法局(ju)按職責分工負責)
(四)強(qiang)化再生資源回收(shou)行業數字(zi)賦能。
推進“互聯網+”回(hui)收(shou)利用模(mo)式。鼓勵重點(dian)企(qi)業(ye)自主開發基于互聯網模(mo)式的(de)再生(sheng)(sheng)資(zi)(zi)(zi)源回(hui)收(shou)系(xi)統(tong),探(tan)索回(hui)收(shou)、置換等(deng)多種再生(sheng)(sheng)資(zi)(zi)(zi)源回(hui)收(shou)模(mo)式,構建全鏈條業(ye)務(wu)信息(xi)平臺(tai)和(he)回(hui)收(shou)追溯系(xi)統(tong),加強全市(shi)(shi)數(shu)據資(zi)(zi)(zi)源系(xi)統(tong)銜接,整體打造上接回(hui)收(shou)網絡、中接倉儲物(wu)流、下接利用產業(ye)的(de)再生(sheng)(sheng)資(zi)(zi)(zi)源數(shu)據鏈,大力推廣先進模(mo)式及經驗。探(tan)索建立居(ju)民(min)“綠色賬(zhang)戶(hu)”“碳賬(zhang)戶(hu)”以及積分兌換獎勵機(ji)制(zhi),推動生(sheng)(sheng)活(huo)垃圾(ji)減(jian)量(liang)、節(jie)能減(jian)碳。(市(shi)(shi)商務(wu)局(ju)、市(shi)(shi)市(shi)(shi)場(chang)監管局(ju)、市(shi)(shi)綜合(he)行政執法局(ju)、市(shi)(shi)發改委、市(shi)(shi)生(sheng)(sheng)態環境局(ju)按職責分工負責)
依托市生態(tai)環(huan)境(jing)局(ju)、供銷(xiao)合作社(she)或市行(xing)業協會,充分(fen)(fen)運用(yong)云計(ji)算(suan)、區(qu)塊鏈、決(jue)策分(fen)(fen)析(xi)優(you)化等先進技術,建(jian)立(li)涵蓋(gai)區(qu)域重點(dian)回收(shou)企(qi)業運輸流、票據(ju)流、資金流和(he)信(xin)息(xi)(xi)流的信(xin)息(xi)(xi)管理平臺,打造再生資源(yuan)“回收(shou)—中轉—運輸—銷(xiao)售利用(yong)”的全(quan)流程(cheng)、數(shu)字化監(jian)(jian)管模(mo)式。迭(die)代(dai)升級“環(huan)保e企(qi)管”和(he)“生態(tai)智衛·督察在線”應用(yong)場(chang)景,建(jian)設重點(dian)行(xing)業污染整治提升功能模(mo)塊,從(cong)“行(xing)業整治現狀、環(huan)境(jing)治理評估、問題整改態(tai)勢、長效跟蹤監(jian)(jian)管”四大維度,全(quan)要素一(yi)圖管治、全(quan)鏈條(tiao)閉環(huan)管控(kong)、全(quan)方位(wei)跟蹤幫扶、全(quan)覆蓋(gai)評估考核(he)。(市商務局(ju)、市生態(tai)環(huan)境(jing)局(ju)按職責分(fen)(fen)工負責)
(五)健全再生資源回收行業監管(guan)機制。
