  在(zai)(zai)中(zhong)國(guo)國(guo)際工程咨詢有限公(gong)司資源與環(huan)(huan)(huan)境業(ye)務部生(sheng)態與循環(huan)(huan)(huan)經濟處(chu)高(gao)級(ji)工程師謝元博看來(lai),回用(yong)(yong)(yong)件(jian)(jian)和再(zai)制造這兩(liang)條通道將(jiang)構成汽(qi)(qi)車(che)產(chan)業(ye)鏈循環(huan)(huan)(huan)經濟“雙循環(huan)(huan)(huan)”的發展(zhan)軌跡,積(ji)極提(ti)升回用(yong)(yong)(yong)件(jian)(jian)分揀價值(zhi)也將(jiang)為未來(lai)報廢汽(qi)(qi)車(che)拆解(jie)行業(ye)發展(zhan)拓寬延伸渠(qu)道。在(zai)(zai)國(guo)家層(ceng)面大力(li)推動再(zai)制造產(chan)業(ye)的規模化、市場(chang)化的背景下,汽(qi)(qi)車(che)零(ling)部件(jian)(jian)的綠色循環(huan)(huan)(huan)已列為社(she)會經濟發展(zhan)規劃中(zhong)的戰略新興產(chan)業(ye)。而(er)要提(ti)升回用(yong)(yong)(yong)件(jian)(jian)的使用(yong)(yong)(yong)率,需(xu)要從源頭把控好質量關,此次全(quan)國(guo)首(shou)家回用(yong)(yong)(yong)件(jian)(jian)循環(huan)(huan)(huan)利用(yong)(yong)(yong)分揀試點正是一個積(ji)極探索。


  回用(yong)(yong)(yong)(yong)(yong)件的循環經(jing)濟價值的前提(ti)是“科(ke)學(xue)分揀”,從而規(gui)范市場行(xing)(xing)為(wei),保護(hu)拆解企業(ye)與消費者權(quan)益(yi),發揮回用(yong)(yong)(yong)(yong)(yong)件在(zai)經(jing)濟和社會(hui)發展中的重要作用(yong)(yong)(yong)(yong)(yong)。中國再(zai)(zai)生資源回收利(li)用(yong)(yong)(yong)(yong)(yong)協會(hui)報(bao)(bao)(bao)廢(fei)(fei)車(che)回收拆解與再(zai)(zai)利(li)用(yong)(yong)(yong)(yong)(yong)分會(hui)(以下簡稱“報(bao)(bao)(bao)廢(fei)(fei)車(che)分會(hui)”)在(zai)2017年6月就啟動了報(bao)(bao)(bao)廢(fei)(fei)車(che)回用(yong)(yong)(yong)(yong)(yong)件團(tuan)體標(biao)準(zhun)。2018年12月,《報(bao)(bao)(bao)廢(fei)(fei)汽車(che)回用(yong)(yong)(yong)(yong)(yong)件及(ji)再(zai)(zai)利(li)用(yong)(yong)(yong)(yong)(yong)件分類及(ji)質(zhi)量鑒定(ding)標(biao)準(zhun)》、《報(bao)(bao)(bao)廢(fei)(fei)汽車(che)回用(yong)(yong)(yong)(yong)(yong)件及(ji)再(zai)(zai)利(li)用(yong)(yong)(yong)(yong)(yong)件交(jiao)易及(ji)溯源標(biao)準(zhun)》、《報(bao)(bao)(bao)廢(fei)(fei)汽車(che)回用(yong)(yong)(yong)(yong)(yong)件及(ji)再(zai)(zai)利(li)用(yong)(yong)(yong)(yong)(yong)件加工,可再(zai)(zai)制造件》三項團(tuan)體標(biao)準(zhun)發布。《報(bao)(bao)(bao)廢(fei)(fei)機動車(che)回用(yong)(yong)(yong)(yong)(yong)件及(ji)再(zai)(zai)利(li)用(yong)(yong)(yong)(yong)(yong)件分類及(ji)質(zhi)量鑒定(ding)標(biao)準(zhun)》在(zai)2019年10月立項成(cheng)為(wei)行(xing)(xing)業(ye)標(biao)準(zhun),填補了國內在(zai)回用(yong)(yong)(yong)(yong)(yong)件和再(zai)(zai)利(li)用(yong)(yong)(yong)(yong)(yong)件方面(mian)無(wu)行(xing)(xing)業(ye)標(biao)準(zhun)的空白。規(gui)范的標(biao)準(zhun)幫助提(ti)升回用(yong)(yong)(yong)(yong)(yong)件的使(shi)用(yong)(yong)(yong)(yong)(yong)率和社會(hui)認可度,引導行(xing)(xing)業(ye)創新發展。


  據了解,此次試(shi)(shi)點(dian)單位(wei)(wei),廣(guang)西嘉禾(he)潤正是(shi)(shi)(shi)按照上述三項標(biao)(biao)準(zhun)要(yao)求(qiu)規(gui)范操(cao)作(zuo)的(de)(de)單位(wei)(wei)。廣(guang)西嘉禾(he)潤將與(yu)中(zhong)再(zai)生(sheng)(sheng)協會(hui)(hui)(hui)報廢(fei)車(che)(che)分(fen)(fen)(fen)會(hui)(hui)(hui)攜手,共同探索報廢(fei)機動車(che)(che)回用(yong)件(jian)(jian)循(xun)環利用(yong)市(shi)(shi)(shi)場(chang)(chang)流(liu)通(tong)體(ti)系。中(zhong)再(zai)生(sheng)(sheng)協會(hui)(hui)(hui)報廢(fei)車(che)(che)分(fen)(fen)(fen)會(hui)(hui)(hui)秘書長張瑩(ying)強(qiang)調,做好(hao)回用(yong)件(jian)(jian)流(liu)通(tong)標(biao)(biao)準(zhun),可以(yi)規(gui)范市(shi)(shi)(shi)場(chang)(chang)的(de)(de)正規(gui)化和規(gui)范化操(cao)作(zuo),提供有質(zhi)量保證的(de)(de)回用(yong)件(jian)(jian),可以(yi)增加消(xiao)費市(shi)(shi)(shi)場(chang)(chang)應用(yong)體(ti)系。試(shi)(shi)點(dian)單位(wei)(wei)將按照相關標(biao)(biao)準(zhun)要(yao)求(qiu),啟動回用(yong)件(jian)(jian)收集、分(fen)(fen)(fen)類、貯存、標(biao)(biao)識、銷售及與(yu)再(zai)制(zhi)(zhi)造(zao)產(chan)業(ye)(ye)(ye)整合(he)的(de)(de)發展模(mo)式(shi)(shi)。一站式(shi)(shi)解決拆解企業(ye)(ye)(ye)“有件(jian)(jian)無(wu)(wu)門,精拆無(wu)(wu)價”的(de)(de)困惑。“希望通(tong)過行業(ye)(ye)(ye)協會(hui)(hui)(hui)、產(chan)業(ye)(ye)(ye)基地、再(zai)制(zhi)(zhi)造(zao)企業(ye)(ye)(ye)、專業(ye)(ye)(ye)分(fen)(fen)(fen)揀中(zhong)心(xin)(xin)、流(liu)通(tong)市(shi)(shi)(shi)場(chang)(chang)的(de)(de)共同努力(li)聯合(he),創新(xin)分(fen)(fen)(fen)揀模(mo)式(shi)(shi),打造(zao)回收流(liu)通(tong)體(ti)系建設打造(zao)國內首家(jia)報廢(fei)機動車(che)(che)回用(yong)件(jian)(jian)循(xun)環利用(yong)分(fen)(fen)(fen)揀中(zhong)心(xin)(xin)(試(shi)(shi)點(dian)),探索一條規(gui)范回用(yong)件(jian)(jian)市(shi)(shi)(shi)場(chang)(chang)正規(gui)化發展的(de)(de)道路(lu)。”張瑩(ying)如是(shi)(shi)(shi)說。據了解,這個試(shi)(shi)點(dian)中(zhong)心(xin)(xin)不僅是(shi)(shi)(shi)汽車(che)(che)回用(yong)件(jian)(jian)循(xun)環經濟(ji)發展中(zhong)的(de)(de)第(di)一,也是(shi)(shi)(shi)回用(yong)件(jian)(jian)在標(biao)(biao)準(zhun)化市(shi)(shi)(shi)場(chang)(chang)應用(yong)中(zhong)的(de)(de)第(di)一,更(geng)是(shi)(shi)(shi)補短板,在報廢(fei)車(che)(che)產(chan)業(ye)(ye)(ye)鏈“十(shi)四五”發展中(zhong)的(de)(de)第(di)一個創新(xin)模(mo)式(shi)(shi)。
